. SUBJECT: BIKE ROUTES
STATEMENT OF THE MATTER
The City is eligible for funding under the Bicycle Grant Program of the FHWA
€or various bike lane striping projects in the City as shown on Exhibit 1.
Each of the routes are identified on the Circulation Element of the General
Plan as bike routes.
In order to properly construct these routes it will be necessary to eliminate
some of the on-street parking*on Elm Avenue east of Pi0 Pic0 Drive as shown
on Exhibit 2. Yost of this parking was to be eliminated in any case as part
of the Elm Avenue/Pio Pic0 Drive traffic signal project now under construc- tion. The inclusion of the.bike lane will eliminate an additional six spaces
in front of City Fall and three spaces in front of the offices across the street. Staff feels it would also be appropriate to eliminate on-street parking along Elm Avenue from ‘the easterly Library and Fire Station driveways on out to Monroe Street. This will leave 16 parking spaces in front of the City Hall/Library complex and four spaces in front of the commercial businesses and Fire Station across the street.
FISCAL IMPACT
The City is required to contribute 25% of the project cost in order to obtain
the FHWA funding. The engineer’s estimate for the project is $9,000. The
City’s contribution is therefore $2,250. Since no funds have been set aside for this project, it will be necessary to appropriate The funds. Beyond the

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE TRANSFER OF FUNDS FOR THE CONSTRUCTION OF BICYCLE LANES ON ELM AVENUE
BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. That the transfer of Two Thousand Two Hundred Fifty Dol-
lars ($2,250) from the Unappropriated Reserves of the General Fund,
Account No. 01-000-0900, to the Streets Special Supplies Account,
No. 01-128-2670, is hereby authorized and approved.
2. That Department of Finance Fund Transfer No. - 7 on file
in said department and incorporated by reference herein is approved

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40 BY THE ADDITION OF SECTION 10.40.043 OF THE
CERTAIN PARTS OF ELM AVENUE CARLSBAD MUNICIPAL CODE TO RESTRICT PARKING ON
The City Council of the City of Carlsbad, California, hereby
ordains as follows:
SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad
Municipal Code is amended by the addition of Section 10.49.043 to
read as follows:
"10.40.043 Parking restricted on certain parts of Elm Avenue.
(a) Parking of vehicles is prohibited during all hours of the
(1) Between Pi0 Pic0 Drive and 475' east of Pi0 Pic0
(2) From 400' west of Highland Drive to Highland Drive;
(3) Between Highland 9rive and Valley Street; (4) Between Valley Street and Monroe Street.
(1) From 195' east of Pi0 Pic0 Drive to Pi0 Pic0 Drive; (2) From 897' west of Highland Drive to Highland Drive;
(3) Between Highland Drive and Valley Street; (4) Between Valley Street and Monroe Street.

EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published at least
once in the Carlsbad Journal within fifteen days after its adop-
tion.
