Subject: -72 LAND PROCUREMENT - CENTRAL CITY Statanent of the Matter s or some time staff has been attempting to locate a suitable site fo1 a combined police facility and city yard. There is a great deal of vacant land in this area, but staff has not found any for sale. Staff has been negotiating with the County Airport Division for 15-19 acres immediately east of the transfer station. Staff is of the opinion that this location would best serve the needs of the city for many years. Fqllowing are preliminary figures only covering a lease and necessar) improvements: 15 acre lease approximately $150,000 annually for 55 years. Escalation clauses can be negotiated with the Board of Supervisors. This figure is based on a preliminary approval by the County Real Estate Department. Sewer, road work, street lights, water, gas lines and land- scaping are estimated at $252,900. Various financing methods are available to the City. Thre5 possibil- ities are Joint Powers Agreement with the County, borrow from the City Water Fund and repay with interest, set aside purchase price and pay lease with earned interest. The County will not sell the site, as the land was purchased by the County with F.A.A. funds. County advises a sale would complicate their position to the point it is not viable to sell. The Chief of Police and Utilities/Maintena Director are of the opinion that this location is excellent for their departmental needs and feel the project is a compatible use. Jimno Chief of Police Land Procurement - San Diego County Property SUBJECT: As you have requested, I have examined the potential site for a police facility and public works service yard located on El Camino Real. I see this site as a very good location for this development. It allows easy access to any part of the city, has sufficient room for proper devleop- ment as well as room for future modifications if necessary, and its to- pography would allow for an easily recognizable public facility. I would consider this site as very workable for long term use. or should, meet the needs of the city for many years to come. is compatible for use as discussed, as well as allow easy integration of two services on one piece of property. City Manager (Operations) FROM: Director of Uti 1 i ties & Maintenance SUBJECT: City Yard Location The proposed site for a city yard directly north of the County Transfer Station is, in my opinion, an optimum location for the following reasons: 1. It provides access to all quadrants of the city via a major arterial; i.e., Palomar Airport Road and El Camino Real. It is near the geo-center of the city, so transit time to all quadrants is about equal, It is a compatible use with current facilities and provides a transi- tion/buffer between heavy industrial (trash masher) and light industry. It can be sufficiently screened from the El Camino scenic route so as to be inoffensive. It is above any flooding area so that the facility will not be involved in any natural disaster (flooding, sliding, etc.) which public works crews might be involved in controlling.
