Mgr. 2 DEPARTMENT: Parks and Recreation & Plannins SUBJECT : Establishment of a General Plan Parks and Recreation Elei Citizens Comittee Statement of the Matter At the August 19, 1980 City Council meeting, Council directed staff to proceed witl requesting proposals from consultants to ugiate the Parks and Recreation Element 01 the General Plan. Staff has sent Requests for Proposals (RFP's) to forty-one con- sultants throughout California. State law mandates that public input is necessary during the process. Past City policy indicates that this is best provided. by a citizens' committee. The cormittee will provide input during the process and Will review the document prior to svslmission to the Planning Commission and the City Council. . The attached exhibit is a Resolution for the establisbent of a Parks and Recrea- tion Element Camnittee and for appointing members. seven person comdttee. An advisory committee known as the Genera Parks and Recreation Element Committee shall be authorized appointed by the authority of the City Council. Section 2. This committee shall be an advisory body of members of the community at large. Section 3. The committee shall be charged with the r bility for making recommendations to the Council on all mat pertinent to the Parks and Recreation Element of the Genera Section 4. The committee shall be composed of seven appointed by the Mayor with the consent and approval of the Council. Section 5. The chairman of the committee shall be appoir by the Mayor. Section 7. Meetings shall be covered by Robert's Rules c Order. Section 8. The committee shall meet on call of the chai Minutes of each meeting shall be kept and a copy of the minut each meeting forwarded to the Mayor and City Manager within t weeks of the meeting date. A summary of activities report sh submitted upon conclusion of the committee's work to the Mayo City Manager within 30 days after completion. Section 9. Appointment of staff liaison person shall bc the discretion of the City Manger. Section 10. The City Manager as he deems necessary, or directed by the City Council, shall include money to support functions of the committee in the present fiscal year budget Section 11. The committee established by the City Counc shall continue at the pleasure and discretion of the Council in no case will its activities nor its existence extend beyo the date of June 30, 1981. i Section 12.
