SUBJECT: - STATEMENT OF THE MATTER Mr. Watson, the owner of land located on the east side of Highland Drive between Hoover Street and Adams Street, is appealing a City Engineer decision to require him to dedicate a strip of land five feet wide along Highland Drive for street purposes. The dedication was required as a condition of tentative parcel map MS 479, approved . on July 19, 1980, which divided Mr. Watson's land into two parcels. Such dedication is a standard co5dition which brings the substandard right-of-way width into conformance with the General Plan. MEMORANDUM - September 10, 1980 TO: CITY MANAGER FROM : CITY ENGINEER SUBJECT: DEDICATION OF LAND - WATSON PROPERTY ON HIGHLAND DRIVE (MS 479) Mr. Watson applied for a tentative parcel map to divide his property--located on the east side of Highland Drive between Hoover Street and Adams Street--into two parcels. One of the conditions required as part of the tentative map approval is the dedication of a strip of land five feet wide along Highland Drive. Highland Drive in this vicinity generally has a right-of-way width of 50 feet. The Circulation Element of the General Plan states that "the common right-of-way width for a local street is 60 feet." To date, at least nine other parcels on both sides of the street along this section have been required to dedicate five feet of land. The 60 feet of right-of-way, in other words, is the standard requirement for a 'lminor" street as Mr. Watson calls it. Although the Circulation Element does say the common pavement width in a single-family residential area is 36 feet, this width has generally been used only for cul-de-sac streets. In order to adequately provide for parking on both sides (8 feet each), and two lanes of traffic (12 feet each), 40 feet of pavement is generally required. Allowance for wide or improperly parked vehicles and safe passage of fire trucks must be considered. In addition to the pavement, right-of-way must also be provided for a curb (one-half foot), sidewalk (five feet) and utilities (4% feet). This gives a total of 10 feet additional on each side of a 40-foot street for the total of 60 feet of right-of-way. Should the City Council wish to consider a narrower right-of-way or pavement width in hillside areas, some of the items to consider are; 1. Eliminating parking on one or both sides of the street. 2.
