for their participation. 1he City Council would then choose three members from the
respondents. This process would ensure that each Cannittee manber is both qualified
and interested.

Advisory CUnmittee is required by Goal C-1 of the City
of Objectives for 1980-81. In conjunction with Goal C-1 a review of the General Plan is
required to determine if any implementing amendments are necessary. A review of the
General Plan is a part of the Comprehensive Planning Program wl i.ch was approved by the
City Council.
Fiscal Impact
A member of the Planning Department staff will be assigned to the Agricultural Advisory
Committee. It is expected that the committee will take 10% of that staff menber's tin

No other direct fiscal impact is expected. However, the policies suggested -by a mni.ttee
should be evaluated for their fiscal impact.

RATION
Staff recommends that the City Council send the attached letter to the list of potential
committee manbers. The list is open•and other potential members may be added. It is
also recm=nded that a masher of the City Council be selected to chair the eonmittee.
Council Action:
9-16-80 Council directed staff to contact Eric Larson, Peter Mackauf, Guy Noore,
John Frazee, Ben Hillebrecht, Hiroshi Kato, Raul Tarango, and David Thompson re
serving on the committee.

requirements for committee membership are:
1) A resident of Carlsbad or a landowner in Carlsbad.
2) A grower, lessee of farm land, or a citizen employed
by an agricultural business.
If you are qualified and interested, please contact the Planning

selection of committee members.
