U SUBJECT : BIKE ROUTES STATEMENT OF THE MATTER At the meeting of September 2, 1980, City Council rejected a Federal Highway Administration Grant for bicycle lanes on various streets throughout the City on the grounds that it would prohibit much needed parking in front of City Hall and the private offices across the street. Staff has now revised the plans to eliminate the need for a parking prohibition. The plan calls for designating Elm Avenue between Highland Drive and Pi0 Pic0 as a Bike Route without'lanes. This plan still requires that parking be prohibited on Elm Avenue from Highland Drive to Monroe Street. This will allow the City to still receive federal funds for the construction of the bike lanes on Jeffer- son Street, Harding Street, Chestnut Avenue and the remaining portion of Elm Avenue. FISCAL IMPACT The City is required to contribute 25% of the project cost in order to obtain the FHWA funding. City's contribution is, therefore, $2,250. Since no funds have been set aside for this project, it will be necessary to appropriate the funds. initial cost for the striping, which will be done by City crews, there will be ongoing maintenance costs to restripe the lanes at approximately $1,300 per ' year. (a) Parking of vehicles is prohibited during all hours day and night on the northerly side of Elm Avenue: Between Highland Drive and Valley Street; (1) (2) Between Valley Street and Monroe Street; (b) Parking of vehicles is prohibited during all hours of the day and night on the southerly side of Elm Avenue: (1) Between Highland Drive and Valley Street; (2) Between Valley Street and Monroe Street. EFFECTIVE DATE: This ordinance shall be effeztive thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption.
