SUBJECT: RESOLUTION OF NEGOTIATED PROPERTY TAX EXCHANGE RELATING TO THE KOLL ANNEXATION STATEMENT OF THE MATTER: Revenue and Taxation Code Section 99 requires that prior to the effective date of certain jurisdictional changes, the governing bodies of the affected jurisdictions shall establish, by resolution, the amount of property tax to be exchanged. The City Manager's Office has negotiated with the County of San Diego on behalf of the City of Carlsbad an appropriate exchange of property tax for the Roll annexation. The attached resolution and Exhibit A represent the negotiated property tax exchange. The City share of the tax split would be 34%. Fiscal Impact The cost of services provided to the Kail Annexation property would be -off set by the revenue generated by the property tax enchange. Therefore, no significant fiscal impacts are anticipated. Environmental Review This action is exempt from environmental review. EXHIBITS 1."
