SUBJECT: CARLSBAD MUNICIPAL SlnlIM COMPLEX
STATEMENT OF THE MATTER
Plans for the revised 25 yard by 25 meter swimming pool and aquatic complex have been reviewed and approved by City staff. The pool design is in compliance with the conditions of the design contract as approved by City Council on April 1, 1980 and as reviewed by the Pool Advisory Committee.
The construction bid document is set up as a lump sum contract for the swimming
pool and aquatic complex with four solar heating add-alternates.

The fiscal impact of the swim complex can be divided in three areas; construction cost, start-up cost, and on-going operations cost. the construction of the base swim complex is $848,000. If Council so desires,
there could be an additional construction cost of between $92,000 and $124,000
for one of the solar heating system alternates.

maintenance, operating and personnel cost is approximately $89,000 per year.
This expense will be shared with the school district per an existing agreement.
The City's portion of operations cost will be tempered somewhat by income from
rental and service fees which are anticipated to be on the order of $10,000 per
year.

SUBJECT: CARLSBAD MUNICIPAL SWIM COMPLEX COST ESTINATES
As part of consultant contract for the design of the pool, the architect was required to submit an engineers cost estimate for the construction of
the swimming pool complex. The Solar designer was likewise required to
submit estimates for the various solar alternatives to be included with
the the pool bid. The equipment costs, which will not be included in the
overall pool contract, have been detailed in a memorandum from the Parks
and Recreation Director to the City Planager, dated April 10, 1980.
The following is a summary of these cost estimates:

In addition to the construction and equipment cost, the Parks and Recreation
Department has estimated the personnel costs at $43,370 per year and the
maintenance and operating cost at $45,810, including a $5,000 figure for annual capital outlay items. The total operations cost is therefore estimated at $89,180 per year.

materials, tools, equipment, transportation and other expenses necessary or
incidental for said project, Contract No. 1071, have been prepared and are
on file in the Engineering Department and are incorporated by reference herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carl sbad as fol lows :

The City Clerk of the City of Carlsbad is hereby auttariied and
directed to proceed to publish, in accsrdance with law, notice to contractors
inviting bids for the construction of the Community Swim Complex, Contract
No. 1071, in accordance with the plans and specifications hereinabove referred
to.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
