SUBJECT: ACCEPTANCE OF DRAINAGE AND SLOPE EASEMENTS
AT HIGHWAY 78 AND JEFFERSON STREET INTERCHANGE
STATEMENT OF THE MATTER
In 1971, the City and the State entered into Cooperative Agreement No. 11-0025
connection with the Construction of State Route 78. The project included con-
struction of the Jefferson Street interchange and an access road to the sewage
pumping station east of Jefferson Street. At the Completion of Construction,
City agreed to accept title to the reconstructed Jefferson Street slope and
d ra i nage easements I
Evidently, the State damaged a sewer line during construction and the terms of
the agreement were never carried out. After years of negotiation over the amc
of damages due to repairs to the line, the question has become moot since May
Stores replaced it as part of their development. The State is again requestin
that the City accept title to the Jefferson Street slope and drainage easement
A large portion of the slopes adjacent to the Buena Vista Pump Station are lan
scaped and maintained by the Leucadia County Water District under the Encina J
Powers Operations Agreement. Neither the Encina General Manager or the Carlsb
Utilities Maintenance Director have any objection to the relinquishment.
FISCAL IMPACT
The City will assume minor maintenance responsibilities for slopes and drainag
easements.
