SUBJECT: PARKING RESTRICTIONS ON LA COSTA AVENUE -
I NFORMAT I ONAL ITEM REQUESTED BY FRED MOREY
STATEMENT OF THE MATTER
On April 3, 1978, the Traffic Safety Commission considered installing bicycle
lanes on La Costa Avenue between El Camino Real and Rancho Santa Fe Road. As
part of their consideration they also reviewed the placing of "no-parking
anytime" zones along the same stretch of La Costa Avenue. The proposed striping
plan was designed to provide for as much on-street parking as possible with
special emphasis on retaining on-street parking in front of existing residences.
On June 28, 1978 the City Council adopted Resolution 5457 which established
"no parking anytime" zones at various locations on La Costa Avenue. They also approved
a bicycle lane striping plan, The record is not clear whether property owners
were notified of the proposed parking restriction, but it is probable that they
were not.
City forces with financial assistance from the State painted the new striping
plan on La Costa Avenue in Spring, 1979.
Mr. Fred Morey recently contacted this office to complain that the restricted
parking on La Costa Avenue would have a negative affect on the development of
his property adjoining that street. He points out that the parking restriction
would make it difficult to obtain a condominium permit since no credit may be
given for on-street visitor parking. Contact with the Planning Department
indicates that on-street visitor parking on arterial streets is not normally
credited for the purpose of assessing minimum parking requirements for condo-
minium developments.
Certain minor modifications coul'd be made in the striping plan on La Costa Avenue
which may allow a small amount of additional on-street parking.
FISCAL IMPACT
It is estimated that striping alterations would cos-t in the vicinity of $500 -
$1000 depending on extent.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, DESIGNATING PARKING RESTRICTIONS ON
LA COSTA AVENUE FROM EL CAMINO REAL TO RANCHO SANTA FE ROAD
BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. That "NO PARKING.ANMIME" zones be established on the north side
of La Costa Avenue:

from a point 200 feet west of Nueva Castilla Way to a point 200
