SUBJECT: Purchase of Fire Apparatus and Equipment
Statement of the Matter
On October 7, 1980, the City Council approved the specifications and
authorized the Purchasing Officer to invite bids for fire apparatus and
equipment.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders
was published and Request for Bids was made. Eight responses were received,
opened, witnessed and recorded on November 12, 1980.
The lowest responsive bid on the fire apparatus was from Grummman Emergency
Products, Inc. (Howe Fire Trucks); Post Office Box 13803, Sacramento, CA 95813,
in the amount of $110,055, plus tax, for a total of $116,658.30, The `owest bid
on three items of equipment (11, 18, '1) was frori Grumman Emergency Products,
Inc.; Post Office Box 13803; Sacramento, CA 95013, in the amount of $1:,431.50
plus tax, for a total of $1,517.39. B and S Fire Service; P. 0. Box 6594; Albu-
querque, New Hexico 87197, was low bidder on eight items (2, 3, 4, 7, 16, 17,
23, 24), in the amount of $2,198, plus tax, for a total of $2,329,88. Halprin
Supply Co.; 3804 S. Broadway Place; Los Angeles, CA 90037 was low bidder on
eleven items (1, 6, 8, 9, 10, 12, 15, 19, 25, 26, 27) in the amount of $1,619.90,
plus tax, for a total of $1,717.10, and San Diego Fire Equipment Co., 266 11th Ave,;
San Diego, CA 92101, was low bidder on four items (5, 13, 14, 22) in the amount of
$1,276.00, plus tax, for a total of $1,352.56. The total cost of the equipment
was $6,916.93.
Fiscal Impact
In the 1980-81 Budget, $120,000 was allocated for the fire apparatus and $12, 000
for the fire equipment. The lowest responsive bidders for both items were within
the budgeted amount.

Recommendation
Staff recommends the Council adopt Resolution No. 3 O , awarding the bid for
the Fire Apparatus and Equipment to Grumman Emergency Products, Inc. in the amount
of $118,175.69. B and S Fire Service in the amount of $2,329.88, Nalprin Supply Co.
in the amount of $1,717.10 and San Diego Fire Equipment Co. in the amount of $1352.56.

OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
3 AUTHORIZING THE EXECUTION OF CONTRACTS FOR
THE PURCHASE OF FIRE APPARATUS AND EQUIPMENT.

5 BE IT RESOLVED by the City Council of the City of Carlsbad, California,
6 as follows:
7 1. That the bid of Grumman Emergency Products, Inc.; P. 0. Box 13803;
8 Sacramento, CA 95813, for the fire apparatus and Items 11, 18, 21 as
g I shown in Exhibit B is hereby accepted and the City Manager is hereby
10 authorized to execute a contract for the purchase of said apparatus and
11 equipment in the amount of $111,486.50, plus tax, for a total of $118,175.69.
12 2. That the bid of B and S Fire Service; P. 0. Box 6594; Albuquerque,
13 New Mexico 87197, for Items 2, 3, 4, 7, 16, 17, 23, 24 as shown in Exhibit B,
14 is hereby accepted and the City Manager is hereby authorized to execute a
15 contract for the purchase of fire equipment in the amount of $2,198, plus
16 tax, for a total of $2, 329.83.
17 3. That the bid of Halprin Supply Co.; 3804 S. Broadway Place; Los
18 Angeles, CA 90037, for Items 1, 6, 8, 9, 10, 12, 15, 19, 25, 26, 27 as
18 shown in Exhibit B, is hereby accepted and the City Manager is hereby
20 authorized to execute a contract for the purchase of fire equipment in the
23. amount of $1,619.90, plus tax, for a total of $1,717.10.

1 4. That the bid of San Diego Fire Equipment Co.; 266 llth Avenue;
2 San Diego, CA 92101, for Items 5, 13, 14, 22 as shown in Exhibit B, is
3 hereby accepted and the City Manager is hereby authorized to execute a contract
4 for the purchase of fire equipment in the amount of $1,276, plus tax, for a
5 total of $1,352.56.
6 PASSED, APPROVED, AND ADOPTED by the City Council of the City of
7 Carlsbad.at a regular meeting held on the 2nd day of December 1980,
8 by the following vote, to wit:
