Subject: TEMPORARY CLOSING OF CITY STREETS FOR LOCAL
SPECIALITY EVENTS
Statement of the Matter
From time to time the Carlsbad Chamber of Commerce requests approval
from Council for the temporary closing of City streets for their
Spring and Fall Faire.
The City Council has indicated the desire to authorize the City
Manager or his designee to handle such requests administratively.

CITY OF CARLSBAD, CALIFORNIA, AMENDING
3 TITLE 10 OF THE CARLSBAD MUNICIPAL CODE
BY THE ADDITION OF CHAPTER 10.57 TO
A PROVIDE FOR TEMPORARY CLOSING OF CITY
STREETS FOR LOCAL SPECIAI;I'Y EVENTS

g WHEREAS, as various times during the year portions of a
7 city street may need to be closed for celebrations, parades, local
8 special events, or other purposes; and
g WHEREAS, it is necessary to close portions of the street
10 on which these events are occurring for the safety and protection
11 of the persons participating in the event; and

TEMPORARY CLOSING OF CITY STREETS

10.57.010 Authority• This chapter is onactF-d pursuant to
the provision -of Vehicle Code Section 211010) in order to pro-
vide a procedure for temporarily closing a portion of any city
street for celebrations, parades, local ipecial events and other
purposes when the closure is necessary for the protection of
persons who are to use that portion of the street during the
temporary closing.
'10 57 020 Police Chief Authorized to Approve _Temporary Closur
(A) The Police Chief as authorized to temporarily close a
portion of any street over which the city has jurisdiction to allow
for celebrations, parades, local special events and other purposes
when in the opinion of the Police Chief such closing is necessary
for the safety and protection of persons who are to use that por-
tion of the street during the temporary closing.
(B) No temporary closure shall be for a period longer than
Forty-eight hours without the approval of the City Council.
(C) The Police Chief shall not temporarily close a street
unless the celebration, parade, local special event or other
purpose has been approved by the City Council or City Manager as
appropriate.
-10'.57.030 Closure Fee. Any person, group or organization
putting on or spons(x g any celebration, parade, local special
event or other purpo.,e which necessitates the closure of a street
shall make written application to the Police Chief for such closure
not later than .Fifteen days prior to the date of the event. A fee
of twenty-five dollars shall be paid at the time of the application
10.57.040 Skins Required. No closing of any street pursuant
to this char pt�r shall be efiective.until signs giving notice of the
closing are posted.
EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published at least
once in the Carlsbad Journal within fifteen days after its adop-
tion.
