Statement of the Matter
The Registrar of Voters has certified the results of the
canvass of- the returns of the Special Election held on .November
4, 19&Q-. The certification was received in the City
Clerkjs Office on December 1, 1980,. and .is forwarded to
Council for appropriate action. .-r-

1 RESOLUTION NO. 6386
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, RECITING THE FACT OF
3 A SPECIAL MUNICIPAL ELECTION HELD IN SAID CITY
ON THE 4TH DAY OF NOVEMBER, 1980, DECLARING
4 THE RESULT THEREOF AND SUCH OTHER MATTERS AS
ARE REQUIRED BY LAW.

6 WHEREAS, a Special Municipal Election was held and conducted
7 in the City of Carlsbad, County of San Diego, State of California,
8 on Tuesday, the 4th day of November, 1980, as required by law;
9 and
10 WHEREAS, pursuant to Resolutions No. 6283, and No. 6284,
11 said Election was consolidated with the Presidential General
12 Election held on said date; and
13 WHEREAS, notice of said Election was duly and regularly given
14 in time, form and manner as provided by law, that voting
15 precincts were properly established, that election officers were
16 appointed and that in all respects said election was held and
17 conducted and the votes cast thereat, received and canvassed and
18 the returns made and declared in time, form and manner as
19 required by the provisions of the Elections' Code of the State
20 of California for the holding of elections in cities; and
21 WHEREAS, City Council Resolution No. 6283, adopted on
22 the 19th day of August, 1980, authorized the Board of Supervisors
23 of the County of San Diego to canvass the returns of said
24 Election; and
25 WHEREAS, pursuant to the Elections' Code said canvass has
26 been completed by the Registrar of Voters, who has certified the
27 results to said Board and to this City Council, said results are
28 attached and made a part hereof as Exhibit "A".
1 NOW, THEREFORE, the City Council of the City of Carlsbad,
2 California, does resolve as follows:
3 1. That the above recitations are true and correct.
4 2. That at said Special Municipal Election, the following
5 measure was submitted to the electors of said City, to wit:
6 "Do the qualified electors of the City of Carlsbad,
7 pursuant to Article XXXIV of the Constitution of
8 the State of California, approve the development,
9 construction, and acquisition of low rent hous-
10 ing projects by the City of Carlsbad, or other
11 City-designated public agency, not to exceed
12 250 total units on scattered sites throughout
13 the City to provide living accommodations for
14 low-income senior citizens."
15 3. That the whole number of votes cast in said City was
16 14,739.
17 4. That the measure voted upon at said election is as
18 f ollows:
19 "Do the qualified electors of the City of Carlsbad,
20 pursuant to Article XXXIV of the Constitution of
21 the State of California, approve the development,
22 construction, and acquisition of low rent hous-
23 ing projects by the City of Carlsbad, or other
24 City-designated public agency, not to exceed
25 250 total units on scattered sites throughout
26 the City to provide living accommodations for
27 low-income senior citizens."

5. That the number of votes given at each precinct, for
and against the measure were as listed in Exhibit "A" attached.
6. That as a result of said election, the majority of the
qualified voters voting on said measure relating to Article
XXXIV voted in favor thereof and that said proposition was
carried, and shall be deemed adopted and ratified.
7. The City Clerk shall enter on the records of the City
Council of said City, a statement of the result of said Election,
showing:
(1) The whole number of votes cast in the City;
(2) The number of votes given at each precinct for
and against such measure, and the whole number of
votes given in the City for and against such measure;
(3) The measure voted upon.
8. That the City Clerk shall certify to the passage and
adoption of this Resolution, shall enter the same in the book
of original Resolutions of said City; and shall make a minute of
the passage and adoption thereof in the records of the proceedings
of the City Council of said City, in the Minutes of the meeting
at which the same is passed and adopted.
PASSED, APPROVED AND ADOPTED, at a Regular Meeting of the
Carlsbad City Council, held on the 16th day of December, 1980,
by the following vote, to wit:
AYES: Council Members Packard, Casler, Anear, Lewis and Kulchin
NOES: None
ABSENT: None

San Diego, California, do hereby certify that I have
conducted the official canvass of the returns from the
General Election held on November 4, 1980, and that
the following is a statement of the result showing
the total number of ballots cast; the total number of
votes cast for each candidate and for and against
each measure; the number of votes cast in each City,
Assembly District, Congressional District, Senatorial
District and Supervisorial District located in whole
or in part in the county, for each candidate for the
office of Presidential Elector and all statewide
offices and on each statewide ballot proposition.
