AGRICULTURAL ADVISORY COMMITTEE
.STATEMENT OF THE MATTER:
At the September 16th meeting the City Council recommended that potential members
for the Agricultural Advisory Committee be contacted. Of the eight names listed,
seven have responded. Six have indicated their willingness to participate.
- The Planning Commission representative,is Eric Larson.
Fiscal Inpact
A member of the Planning Department staff will be assigned to the Agricultural
Advisory Committee. It is expected that the Committee will take 10% of that
staff member's time.
No other direct fiscal impact is expected. Favever, e'a policies suggested by the
Committee should be evaluated for their fiscal impact.
Environmental Impact
The policies suggested by the Committee should be evaluated for their environmental
impact.

Staff recommends that the City Council select a member of the Council to chair the
Ccamittee. Staff also recamvMs approval of the attached resolution which creates
and establishes an Agricultural Advisory Comnu ttee.'
Council Action:
12-16-80 Council adopted Resolution 6393, creating the Committee, and accepted staff's
suggested members, with the inclusion of Raul Tarango. Council Member Anear
was selected to act as Council advisory member, with Council Member Lewis
being the alternate.

SUBJECT: Agricultural Advisory Committee
It is anticipated that the Agricultural Advisory Committee
will meet twice a month, if the schedules of the individual
members permit this. The Committee would report monthly to
the Conncil on its progress.
The goal of the Committee is to provide a report on the sta-
tus of agriculture in Carlsbad. This report would also
include recommended agricultural policies and goals. The
report would form the basis for a Agricultural Element to
the General Plan.
At the first meeting which will be in January the Committee
will schedule a regular meeting time, will establish tasks
and a timetable for completion, and will begin to review
and to comment upon the agricultural recommendations of the
Local Coastal Program.
One of the major benefits to the City from this Committee
will be the formation of a panel of agricultural experts.
The City can then draw upon their experience, contacts, and
knowledge for help in solving related problems. The City
also benefits whenever any citizen participates actively in
the process of government.
The Citizens who have agreed to serve on the Agricultural
Advisory Committee are listed below. Their names were ta'.en
from the list of potential members suggested by Council.
David Thompson declined; Raul Tarango has not yet responded.

2I A RESOLUTION OF THE CITY COUNCIL OF THE CITY
31 OF CARLSBiD, CALIFORNIA, CREATING AND ESTAB-
LISHING THE AGRICULTURAL APYISORY COMMITTEE
4I WHEREAS, the City of Carlsbad has the need to manage its

agricultural resources; and
6 WHEREAS, the formation of an Agricultural Advisory Committee
7 would provide expert guidance for the management of those resources
8 THEREFORE, BE IT RESOLVED by the City Council of the City of
9 Carlsbad, California as follows:
10 1. That the above recitations are true and correct.
11� 2. That an Agricultural Advisory Committee be formed
12 consisting of members who either own land within
13 Carlsbad's sphere of influence or who are -Carlsbad
14 residents.
15 3. That the Agricultural Advisory Committee will prepare
16 a written report for the City Council which will include
17 a recommended `
Permanent agricultural policl►.
18 4. `That the Agricultural Advisory Committee consisted of
19 no more than nine (9) members.
20 S. That the City Council will have authorityto
appoint,
21 replace, and remove members.
22 6. That the Agricultural Advisory Committee will meet and
23 will report to the City Council, at least once a month.

5 assigned as an ex-officio member and as assistant to the

27 8. That the Agricultural Advisory Committee will be
?5 terminated within 12 months of its first meeting or

2 whichever occurs first.
3 9. That appointment to the Agriculture Advisory Committee
4 is a voluntary position and does not entitle the members
5 to any compensation or reimbursement for expenses.
6 PASSED, APPROVED AND -ADOPTED at a regular meeting of the
7 City Council Of the City of Carlsbad, Caliiornia, held on the
8 16th day of December, 1980, by the following vote, to wit:
