AMENDING THE MISCELLANEOUS EMPLOYEE CLASSIFICATION PLAN AND
SALARY SCHEDULE
Statement of the Matter
On June 24, 1980 City Council adopted the FY 1980-81 budget via
Resolution No. 6215. Included in the budget within the Parks
and Recreation Department is a position of Park Planner to be
filled for a period of six months. The Personnel Department in
concurrence with the Parks and Recreation lepartinent has prepared
a classification description and appropriate salary for the new
position of Park Planner. The recommended salary is $774.55 -
$927.23 biweekly.
Fiscal Impact
Salary for six month period = $10,069.15 - $12,053.99

Background
On June 24, 1980, City Council adopted the FY 1980-81 budget 9
via Resolution No. 6215. Included in the budget within the
Parks and Recreation Department is a position of PARK PLANNER
to be filled for a period of six months. The Personnel Depart-
ment, in concurrence with the Parks and Recreation Department, !

Staff recommends that City Council adopt the classification
description of PARK PLANNER at a biweekly salary range of
P42, $774.55 - $927.23. i
Discussion
l
Developing the classification description for PARK PLANNER
posed no unusual problems. The Parks and Recreation Director ,
reviewed the description and concurs. As PARK PLANNER is a
new position and classification, the Parks and Recreation
Department will conduct reviews to ascertain the description's
accuracy.
The budget reflects a total of $11,600 can be expended to fill
the PARK PLANNER position for a period of six months. Several
surveys were conducted in order to arrive at the recommended
salary range of P42, $774.55 - $927.23.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, A14ENDING
THE CLASSIFICATION AND SALARY PLAN OF
THE CITY TO INCLUDE THE CLASSIFICATION
OF PARK PLANNER .
WHEREAS, the City Manager recommends and the City Council
concurs, that the classification of Park Planner should be included
in the city's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
C.ty of Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. That the City Council authorizes and directs the City
Manager to add the classification of Park Planner as described
in Attachment A, attached hereto and made a part thereof. !

3. That the City Council authorizes and directs the City ;

Manager to add the title of Park Planner to the appropriate city
Salary Plan as shown on Attachment B, attached hereto anC made a
part thereof.

PARK PLANNER
DEFINITION
Under general direction, to perform park development planning and
landscape architectural work; to prepare plans and designs; to super-
vise landscape construction; and to do related work as required.
EXAMPLES OF DUTIES
Review and develop park landscape, grading, and slope plans.
Develop street tree, equestrian trail, and slope planting standards
and insure compliance with established city requirements.
Update street tree master plan list.
Coordinate with the .Engineering Department the inspection of all
contracted projects which include parks and recreation matters.
Prepare plans and related cost estimates for landscaping and park
improvements.
Conduct final inspections on park landscaping, irrigation systems,
and street medians.
Coordinate the revision of the Parks and Recreation Element to the
General Plan.
Calculate, update and revise park in lieu fees, standards, and
formulations,.
Assemble and make presentations of n,tps and diagrams for public
display, commission, and City Council meetings.
Monitor contractors' progress during construction of parks and recrea-

Participate on city committees and advisory groups.
Prepare documents such as General Plan conformance statements, maps,
and illustrations that accompany park project recommendations.
Review and inspect all landscape and irrigation plans for development
within the city and insure that projects are completed to city
standards.
Consult with city departments, contract architects, and engineers to
integrate present plans with long-range plans.
Provide input and cooperate in the writing and maintenance of the
Parks and Recreation Master Plan Component.
Maintain records of landscape plans submitted by developers and prepare
reports for Parks and Recreation Commission and City Manager.

QUALIFICATIONS
Knowledge of:
Principles and practices of park planning, acquisition, design,
and development.
Application of plants, natural features, and artifacts in a
variety of landscaping situations.
Park irrigation systems.
Relationships among federal, state, and local planning programs.
Ability to:
Prepare sketches, plans, and cost estimates of landscaping and
related ground improvements.
Collect, analyze, and interpret data pertaining to park develop-
ment and maintenance.
Communicate clearly and concisely, orally, and in wi-itirg.
Establish and maintain cooperative relationships with city
officials and employees, the general public, and -representatives
of other agencies.
Experience and Education
Any combination equivalent to experience and education that
could likely provide the required knowledge and abilities that
would be qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Two years professional or paraprofessional park development
planning or landscape architecture, or related planning
experience..
Education:
Equivalent to a bachelors degree from an accredited college
or university with major work in park management, landscape ;
architecture, urban planning, public administration or a
related field. California Landscape Architectur- License
is highly desirable.
