Civic Center Expansion

Statement of t'be Matter
Council has requested additional information on both short and long
term space needs for Civic Center expansion.
The critical current need is to provide additional space for the Police Department. Leasing space to provide additional square footage is neither cost effective nor operationally desirable. Staff recommends placing modular units on the present police parking lot. Alternate police parking space has been analyzed and
found unfeasible, i.e., west parking lot would displace other city
and fire station property is narrow, would require pedestrian crossi
on Elm Avenue, would reduce future Fire Department expansion, and would be only a short term solution.
Acquisition and development of the Sachtleben property on Laguna Dri
and the Charnholm property on Laguna Drive would provide both short
and long term planning. The acquisition of the Sachtleben property (approximately 1 acre) would be necessary to provide police and empl parking and is essential while construction of the recommended modul
units is in progress. When the city concludes its long term space
need program, both properties could be sold.

Recommendation -
Council instruct staff to purchase Sachtleben/Charnholm parcels;
purchase modulars and proceed.
