RETENTION OF ELECTRICAL ENGINEERING CONSULTANT
Statement of the Matter
The Utilities & Maintenance Department is developing plans to convert city owned and
operated street lights and security/city parking lot lights from mercury vapor to high
pressure sodium vapor lights. The costs associated with these conversions will be
eligible for funding by the Energy Conservation Assistance Act of 1979 administered by
the California Energy Commission. The assistance is a loan at - 7%% interest which will
be paid back at a rate "set by the cost of the energy saved by the conversion. It is
estimated.that the pay-back can be accomplished in about 4-4% years, based on current
energy rates. A requirement of the loan is that the application be approved by a
professional engineer.
Mr.- Barney O'Neill has submitted an estimate of the costs associated with the prepara-
tion of the application, development of plans and specifications and all related
engineering work relating to the conversion. His rate is $30 -per hour, which is
comparable or lower than professional engineers doing similar work. Mr. O'Neill has
done electrical consulting work for the City previously (emergency generator, ball
field lighting, Magee-House, etc.) and his performance has been highly satisfactory.
He estimates the project will not exceed $1.0,000.00. . •
Fiscal Impact
Street light conversion will cost about $300,000 .to $350,000 .and is eligible for state
s'ponsored loan which will be paid back at a rate based on energy cost savings. Pay-
back period should be 4-4% years. Engineering costs are eligible expenditures under
the loan. Sufficient funds ($2,000) are avail-able in Account 15-206-2450 (Street
Lighting) 'to initiate the project and prepare the application. Additional funds.to -
complete the project would be provided from the loan amount. There are approximately
1820 city owned and operated street.lights that will require conversion.

A GRANT DEED FROM R. L. MALOY

WHEREAS, R. L. MALOY

reference herein; and
WHEREAS, the City Council of the City of Carlsbad has
determined it to be in the public interest to accept said Deed;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
