Subject: AMENDING THE CLASSIFICATION AND SALARY PLAN.
Statement vY the Matter.
City staff has analyzed the organization of the Building Department and
is proposing to amend the Classification and Salary Plans in order to
reorganize the Department. The existing classification of Building
Inspector and Plan /Check Inspector would be deleted and three new
classifications, Building Inspector I, Building Inspector II, and
Building Inspector III would be created. Building Inspector I would
be an entry level trainee position. Building Inspector II would be
the journey, level position. Building Inspector III would be a
supervisory classification.
There,are currently six Inspector positions authorized in the budget.
It is proposed that the budget be amended as follows:

The five existing Building Inspectors would be reclassified as Building
Inspector II. The Building Inspector I and III position would be filled
by examination when needed. The proposed organization of the Building
Department is shown in Exhibit 2.
Fiscal Impact
The proposed changes will not require an additonal appropriation this
fiscal year since the increase cost can be funded from salary savings.
The net cost of this change will be $500 for the balance of the fiscal
year.

SUBJECT: BUILDING DEPARTMENT REORGANIZATION
Background
In August, 1979, City Council adopted Resolution No. 5869
establishing the Classification Plan for Miscellaneous Employees.
When adopted, staff was aware that classification modifications
within the Building Department would be needed. Building and
Personnel Department staff have developed a proposal which, if
adopted, will meet current Building Department needs. The
proposal has also attempted to anticipate future plan check and
inspection activities. This proposal does not require additional
positions, merely reassignment of existing budgeted positions.
Recommendation
Staff recommends adoption of the following classifications and
appropriate salary ranges:
1. Building Inspector I $558.42 - $664.35
2. Building Inspector II $694.44 - $830.45
3. Building Inspector III $794.21 - $951.40

responsible for providing field inspection services. The
current classification requires three years of experience and
equivalent to a high school diploma. it is proposed that this
position remain as is with the exception of providing a new
title, that of Building Inspector II. This position will also
be integrated with the proposed classification of Building
Inspector I so as to maintain conformance with the entire
classification plan.
The position of Building Inspector I is proposed for several
reasons. This classification is designed to provide entry
level duties into the Building Department. This conforms with
the training concept utilized in the current classification
plan. Thus, an employee may be hired with minimal qualifications
(equivalent to a high school diploma, supplemented by construc-
tion related college level courses) and be trained to meet
specific needs of Carlsbad's Building Department. Additionally,

employees within this classification will be hired at a lower pay
rate. Anticipating future needs, it is expected that within two
to five years developmental growth will necessitate two or three
additional, fully trained building inspectors.
Staff further recommends adopting a supervisory position of
Building Inspector III. This process involves deletion of the
current Plan Check/Inspector classification. The Plan Check/
Inspector position has been vacant for approximately six months
for it was not directly meeting departmental needs. Ray Green
was the last employee to fill the Plan Check/Inspector position.
The Building Inspector III classification places greater emphasis
on supervision of office operation and field inspection duties.
Building Inspector III is expected to perform minor plan check
responsibilities. Current plan check responsibilities are per-
formed on a consultant basis.
The current budget provides for one Plan/Check Inspector and 5
Building Inspectors positions. The proposed organization would
require an amendment to the budget to provide two Building Inspector
III positions, three Building Inspector II positions, and one
Building Inspector I positions. The flange would create an
additional cost due to the creation of an additional supervisory
position.

FICATION AND SALARY PLAN OF THE CITY TO INCLUDE
THE CLASSIFICATIOaS OF BUILDING INSPECTOR I AN6
II, AND BUILDING INSPECTOR ill, RECLASSIFYING
CERTAIN POSITIONS, AND AMENDING THE 1980-81
OPERATING BUDGET. I—
WHEREAS, the City Manager recommends and the City Council
zoncurs, that the classifications of Building Inspector I, Building
Inspector II, and Building Inspector III should be included in the,

21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
1 ity of Carlsbad, California, as f6llows:
13 1. That the above recitations are true and correct.
14 2. That the City Council authorizes and directs the City
15 anager to add the clapsification of Building Inspector I,
16 uilding Inspector II, and Building Inspector III as described
17 in r:tachment A, attached hereto and..nade a part thereof.

BUILDING INSPECTOR I
BUILDING INSPECTOR II
DEFINITION
Under general direction, to inspect buildings and structures at various
stages of construction, alteration and repair; to assist in the review
of building plans and specifications; to enforce•building, plumbing,
electrical, and zoning codes and laws; and to do related work as
assigned.
DISTINGUISHING CHARACTERISTICS
Building Inspector I: Building Inspector I is the entry level class
in the Building Inspection series for which prior building inspection
work experience is not required. Incumbents in this class are expected
to learn the office and field operations of the department, under the
supervision of Building Inspector IIls, eventually qualifying for
advancement to Building Inspector II. Incumbents may need to take
related colleg courses on their own time.
Building Inspector II-: Positions in this class are normally filled by
advancement from the lower grade of Building Inspector I, or., when
filled,from the outside, require prior building inspection experience:
Work in this class is distinguished from that of Building Inspector I
by the greater complexity of the work assignments; greater independence
with which an incumbent is expected to woik; and the broader level of
knowledge of.code requirements and city policies and procedures which
a Building Inspector II is expected to utilize.
EXAMPLES OF DUTIES
Make field inspections of industrial, commercial,and residential
buildings during various stages of construction and remodeling.
Issue permits for work to be performed.

Inspect foundation, cement, framing, plastering, plumbing, heating, and
electrical installations.
Assist in the checking of building plans.
Check stud, joist, rafter spacing and other structural member factors.
Examine grade, quality and treatment of lumber, cement, lath, wire, and
composition. ;

.Assure proper cleanup and installation of steps, landings, rails, and
other safety factors.
Make field review of plans and specifications.
Perform office plan check of residential structures.

Building Inspector II (cont.)
Ascertain conformancetiwith Uniform Building Code and pertinent
provisions of state and county health ordinances..
Confer with architects, contractors, builders and the general public
in the field and office.
;Explain and interpret requirements and restrictions.
Keep "records and prepare reports.
Coordinate plan review with -other city departments and divisions, and
with outside agencies.
QUALIFICATIONS
Building Inspector I
Knowledge of:
Building tools and materials, accepted safety standards, and methods
of building construction.
Possible defects and faults in construction.
Ability to:
Read and interpret building plans, specifications, and building codes.
Maintain cooperative working relations with builders, contractors,
and the general public.
.Make arithmetical calculations rapidly and accurately,.
Learn proper methods of building construction and inspection.

In addition to the qualifications for Building Inspector I:

supplemented by callege level courses in engineering, architecture,
or. construction inspection..
Building.Inspector II: Any combination equivalent to experience and
education that could likely provide the required knowledge and
abilities would be qualifying. A typical way to obtain the knowledge
and -abilities would be,:
Experience
Three years of responsible journey experience in a variety
of building construction work or related inspection work.
Education
Equivalent to completion of the twelfth grade.
Necessary Special Requirement - Buildinq Inspector I and_II:
Possession of a valid Class III California driver's license.
BUILDING INSPECTOR III
DEFINITION
Under general direction, to supervise building inspectors, perform
difficult•or problem building inspections. Enforce regulations
governing structural, housing, electrical, and plumbing construction;
review plans and issue building permits; and to do related work as
required.
DISTINGUISHING CHARACTERISTICS
Positions in this class receive direction from the Building Official
and are responsible for the direct supervision of building inspectors.
EXAMPLES OF DUTIES
Assign and supervise the work of building inspectors.
Coordinate and participate in plan checking work; to receive, check,
and approve or disapprove plans submitted.
Perform field inspections on complex industrial, commercial, and
residential structures.
Explain and interpret requirements and restrictions.
Confer with engineers,•architects, coni:ractor's,,homeowners, and
others, concerning building problems or requirements.
Provide technical assistance to building inspectors.
Coordinate inspection activities with other departments and agencies.
interpret building, plumbing, electrical, and mechanical codes and
develop procedures for enforcement.
Review new materials and methods of construction for compliance with
existing codes.
Keep inspection records and prepare departmental reports.
Ascertain conformance with adopted codes and ordinances.
May serve as Acting Building Official as assigned.
QUALIFICATIONS
