GENERAL PLAN AMENDMENTS: CITY COUNCIL HEARING SCHEDULE
STATEMENT OF THE MATTER!
Currently the city lacks an established periodic schedule for the
review of General Plan Amendment proposals. Exhibit 1 recommends
the establishment of two General Plan Amendment hearings annually,
thus reserving the remaining hearing for city initiated proposals.
It additionally recommends General Plan Amendment application
deadlines that will allow staff adequate time for the necessary
analysis and processing.
Fiscal Impact
Staff has no anticipation of fiscal impacts at this time.

RECOMMENDATION
Staff recommends that the City Council ADOPT the attached resolution
establishing the General Plan Amendment hearing schedule.

SUBJECT: General Plan Amendment
State Law permits local governments to amend their general
plans a maximum of three times in one calendar year (Govern-
ment Code Section 65361). Moreover, case law has interpreted
this section of the Government Code to allow each of the
three amendments to encompass several different changes. At
the designated times during the year, the local government
may combine several proposals for change and act upon the
package. Any one proposal in the package, however, can be
altered or deleted up until the time of adoption. This
procedure enables the decision makers to carry out a com-
prehensive review of the several GPA proposals. The review
should include GPA consistency with adopted community goals
and policies and compatability with critical planning issues
and practices, as well as a determination as to whether the
proposal was "in the public interest." Futhermore, when
several proposals are grouped into a package it is easier to
analyze their cumulative effects (this is a required issue
item of the environmental review).
Most of the local governments in San Diego County have
established regular procedures for periodically amending
their general plans. The number of annual amendments
permitted by these jurisdictions ranges from three (Oceanside)
to two (San Diego County) to one (El Cajon). By limiting
GPA's to fewer than three per year allows the local govern-
ment to reserve the remaining amendment(s) unto itself for
emergencies, rectification of internal general plan inconsis-
tencies, and revisions of specific elements (e.g., adoption
of the revised Parks and Recreation Element). It would
therefore seem prudent to reserve at least one annual GPA
for city initiated proposals. Futhermore, the scheduling of
at most two annual GPA's not only facilitates grouping and
comprehensive analysis of the proposals it also permits a
greater time spread between GPA hearings. Thus, the pro-
posed schedule (see below) would allow more time for staff
to process the GPA application and required environmental
review. (A minimum of 45 days without appeals is necessary
to process the environmental review. If a decision relative
to the environmental review is appealed or if an EIR is
required the processing time could be significantly increased)
It should be noted that implementation of a two GPA hearing
schedule for 1981 may not be feasable. Scheduling diffi-
culties for the Council hearing of the third GPA in 1980 has
caused the first GPA for 1981 to be scheduled for January
20, 1981 in order to include those proposals which were not
heard in late 1980. Therefore, if Council concurs with the
recommendation below it would be necessary to implement the
two hearing schedule in 1982 and modify the schedule for
1981.
RECOMMENDATION
It is recommended that Council establish a General Plan
Amendment Council Hearing schedule as follows:

Municipal Code outline the procedures for amending the General
Plan; and
