Atty /) E DEPARTMENT: City Wanager c* Mgr- b c- SUBJECT ' PALOMAR WASTEWATER RECLAFIRTION FACILITY STATEMENT OF THE MATTER The City Council, on 1/6/81 , authorized the retention of Don Owen & ,I\ssociates t a focused study on the proposed Palomar Assessment District. Council also autho staff to send out requests for proposals to retain a design engineer on the prop ject. This Agenda Sill deals with the retention of an Environmental Consultant. As indicated in the 1/6/81 Agenda Bill , an environmental consultant is necessary in the preparation of environmental assessment documents for the various sites k analyzed in the focused study. The firm of HESTEC Services has 5een retained by the City to prepare an EIR on t proposed by Koll for construction of the proposed reclamation facility. The Plz Director proposes that the Council consider WESTEC a sole source (Municipal Code 3.28.090(3)) and authorize staff to negotiate a contract to provide Environment2 ing Services in conjunction with the preparation of the Focused Study being prer Don Owen & Associates. Contract award would be subject to City Council approva' not be returned to Council until property owner financing is guaranteed. FISCAL IMPMT The contract, estimated to range from $3,000 to $15,000 will be financed from lI deposits to the proposed assessment district. RECOMMENDAT I or] If Council concurs with staff's recommendation, they should, by minute motion, WESTEC is a sole source in accordance with Carlsbad Municipal Code, Section 3.2 and authorize staff to negotiate a contract for the provision of Environmental - Services. Beckman Assistant City Manager/Development Director of Planning ALN ENVIRONMENTAL CONSULTING FOR PALOMAR WASTE WATER RECLAMATION STUDY FROM *: James Hagaman SUBJECT: It i,s the Planning Department's recommendation that the firm of WESTEC Services be identified as the sole source firm €or the environmental review for this project. WESTE Services is under current city contract to prepare a draft EIR for a private project initiated by the Koll Company. That private project was a five million gallon sewage trea and water reclamation plant. The draft EIR for the privat project had a budget of $4850 and was prepared for a speci location. The draft copy will be made available by December 29, 1980. We propose that WESTEC assist the team studying alternatik sites for the Palomar plant. Their duties would include: 1) Attending team meetings; 2) 3) Investigating construction phases; and 4) Investigating plant sizes We suggest negotiating an agreement with WESTEC because tl are the most knowledgeable on the subject due to their wo- on the site-specific draft EIR. They worked directly for the city on that EIR. Under these circumstances there wo be no probability of conflict of interest on the expanded pro :j ect . The negotiation with WESTEC would be predicated on a rede of the duties involved in preparing the EIR for the Palom plant, wherever it is located.
