City staff is proposing that the classification of License Super- visor be eliminated and replaced with the classification of
Central Services Director. This change would more accurately describe the duties and title/function of the position.
Additionally the change would insure conformity with the management reorganization which was implemented within the past year. No salary adjustments are necessary.

RESOLUTION NO. 6436
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE CLASSIFICATION AND SALARY PLAN OF
OF LICENSE SUPERVISOR AND REPLACE IT WITH
THE CLASSIFICATION OF CENTRAL SERVICES
DIRECTOR.
2 THE CITY TO ELIMINATE THE CLASSIFICATION
WHEREAS, the City Manager recommends and the City Council
concurs, that the classification of Central Services Director
should be included in the city's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to delete the title License Supervisor and to add the
classification of Central Services Director as described in
Attachment A, attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City
Manager to add the title of Central Services Director to the
appropriate city Salary Plan as shown on Attachment B, attached
hereto and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 3rd day of February , 1981,
by the following vote, to wit:
AYES : Council Members Packard, Casler, Lewisiand Kulchin

DEFINITION
Under the administrative direction of the City Manager, to plan, direct,
supervise and coordinate the Records Management, Word Processing, and
Central Filing Programs of the City; to provide administrative and
clerical support to the City Clerk; to coordinate and manage data
processing programs; to provide professional and technical assistance
to all operating departments; to supervise the provision of clerical assistance to operating departments; and to do related work as assigned.
EXAMPLES OF DUTIES
Research, develop, evaluate and maintain necessary department schedules,
procedures, and policies.
Direct and participate in the maintenance, review and operation of the Records Management Program.
Direct the scheduling and operation of information processing equipment to provide assistance to operating departments.
Formulate departmental rules and procedures and direct their implemen-
tation.
Prepare and administer the budget for the department.
Respond to information requests from the public, City departments, and
Council.
Select, supervise, train, and evaluate assigned staff.
Direct and participate in the provision of support services to the City Clerk.
Supervise the maintenance, operation and scheduling of the duplicating
center.
Direct and supervise the 0peration"of the reception area.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 2, CHAPTER 2.48 OF THE CARLSBAD
MUNICIPAL CODE BY THE AMENDMENT OF SECTION 2-48-030 (7). TO DELETE ONE POSITION TITLE . ._ -_ -~. FROM THE MANAGEMENT LIST AND REPLACE THE TITLE WITH A NEW ONE TO THE MANAGEMENT LIST.
The City Council of the City of Carlsbad, California, does
srdain as follows:
That Title 2, Chapter 2.48 of the Carlsbad Municipal Code
is hereby amended by the amendment of Section 2.48.030 (7) to
read as follows:
"(7) 'Employee, management' means any employee having
significant responsibility for formulating and administering
city policies and programs, including but.not limited to
the following positions:

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING RESOLUTION NO. 6207; ESTABLISHING THE
. MANAGEMENT SALARY SCHEDULE, FY 1980-81.
WHEREAS, the City Manager recommends and the City Council
concurs that the addition of the classification description of
Central Services Director of Resolution No. 6207, is necessary
to implement changes to the Carlsbad Municipal Code,
Section 2.48.030 (7) :
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1, That the above recitations are true and correct.
2. That Resolution No. 6207 be amended by the addition of
the position Central Services Director as set forth in Exhibit C,
attached thereto.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
