SUBJECT: GOALS AND OBJECTIVES HEARING ON FEBRUARY 10, 1981
The Goals and Objectives hearing on Tuesday, February 10, 1981
is designed as an opportunity for the public, members of City
boards and commissions, and city staff to present suggestions
on proposed City Goals and Objectives for 1981-82 fiscal year.
Copies of the report on progress toward implementing existing
goals and objectives have been distributed to members of city
boards and commissions and department heads. News releases
have been sent to local newspapers and radio stations announcing
the purpose, date and time of the public meeting. Quarter page
ads announcing the February 10 meeting and inviting public
participation will be seen in the Blade -Tribune on Sunday,
February 8, and in the Carlsbad Journal on Saturday, February 7.
The Senior Citizen Association, Friends of the Library, Chamber
of Commerce and the League of Women Voters were also notified
of the meeting and invited to attend.
Attached is an agenda outline to provide guidance for conducting
the goals and objectives portion of Tuesday's meeting. Also
attached .is an outline of -the City's policy development process,
a copy of the news release, and a copy of the letter sent to
members of boards and commissions.
At the conclusion of the public input and discussion the Mayor
should appoint a Council sub -committee to work with City staff
to prepare draft goals and objectives for City Council adoption.

The City Council has established a policy development
process that provides an opportunity for residents,
community groups and members of City boards and com-
missions to participate in the determination of City
_goals and objectives. The goals and objectives estab-
lished through this process will help guide the City
Council and City staff in the preparation and adoption
of the City's operating and capital improvement budgets.
The City Council will be holding a workshop meeting on
Tuesday, February 10, 1981 at 6:00 PM in the City Council
Chambers, 1200 Elm Avenue, Carlsbad. All members of
the co_tMunity are welcome and encouraged to attend
and participate in the workshop. We would like to k=a
what you feel your City government should be doing to
meet the needs of the community.
Please come prepared to present ideas, suggestions or
specific recommendations, or just come to listen or
join in the discussions. Your ideas and suggestions
are important and can have a significant impact on -future
City programs and activities.
Mark the date on your calendar, Tuesday, February 10,

PURPOSE OF MEETING
We would like to hear your ideas, suggestions, and recom-
mendations on what your City should be doing to meet community
needs. You should address your conunents to changes in existing
programs ornewprograms you feel may be needed. The amity Council
wants to know what community residents feel is important so that
the City may better respond to community needs. The City Council
will use this information to help establish City goals and
policies.
If you have a specific problem or question that may apply
only to you, we would like to know about it. However, specific
problems or complaints of this type should be taken up with
the City Manager's Office. The City Manager's Office has an
established procedure which will insure a prompt response to
your problem.
POLICY DEVELOPMENT PROCEDURE
COUNCIL POLICY 27
1. Council review existing goals and objectives.
2. Council propose amendments to existing goals and
objectives and suggest new goals and objectives.
3. Tuesday, February 10 meeting has been set to
receive public input.
4. After Tuesday's meeting, Council should appoint
sub -committee to draft preliminary goals and
objectives.
5. Council will consider preliminary goals and
objectives and adopt final version at a February
meeting.
6. Incorporate goals and objectives as appropriate
into budget.

CARLSBAD CITY COUNCIL POLICY DEVELOPMENT WORKSHOP
The Carlsbad City Council is seeking greater involvement of
residents in establishing the City's goals and objectives. A
policy development procedure has been approved which provides an
opportunity for residents, community groups, and members of City
boards and commissions to participate directly in determining
these goals and objectives. According to Mayor Ron Packard, "City
Council Policy Statement No. 27 calls for the Council to hold an
informal workshop each year in which an opportunity is provided for
community residents and individuals to speak to -the directions and
priorities the City government should consider for the ensuing year."

y The Council has sched:led the workshop meeting to begin at
' 6:00 P.M on Tuesday, February 10, 1981 in the City Council Chambers
at 1200 Elm Avenue, Carlsbad.
The Council's policy development procedure is designed to
provide an opportunity for community members to help establish
City goals and objectives prior to the time the City begins work
on its annual budget for the fiscal year beginning July 1st.
The process incorporates the views expressed by the community in
allocating resources, identifying problems and determining
goals and objectives.

"We hope residents will come prepared to present ideas,
suggestions, and specific recommendations on what they want their
City government to be doing in the year to come to meet community
needs." Mayor Packard continued, "The important thing is that
residents participate, join in the informal discussions, or just
come and listen. Your views are important and can have a signifi-
cant impact on City programs and activities."
