DEPARTMENT: SUBJECT : 39 UNIT TENTATIVE TRACT MAP AND CONDOMINIUM PERMIT APPLIm" : Ki2SCOM CASE Ma. m 70-7 (AI ,mio 111 STATEMENT OF THE MATTER: This item is an amendment to a 39 unit tentative tract map and condominium perm located on the southwest corner of Santa Isabel Street and El Fuerte Street in the RD-M zone. The Planning Commission found this project to meet all requirements of the Condominium Ordinance. Further, the Commission found the project's density of opposition was expressed at the public hearing. Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved. As a separate item, the applicant is requesting that the approval of the origin Tentative Map for this project (CT 79-7) which was given on September 18, 1979, extended to April. 3, 1982. This is being requested because the subdivision ord allows the applicant eighteen months from the approval of the original tentativ to obtain final map approval even if a revised map has been approved unless an extension is granted. Staff has no objection to the extension. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not cause any significant- environmental impacts and, therefore, has issued a Negative Declara dated December 31, 1980, which was approved by the Planning Commission on Janua 1981, A copy of the environmental document is on file in the Planning Departme 14.3 dwelling units per acre to be justified by the project's amenities. No FISCAL IMPACTS The provision of necessary public improvements for the project has been made a condition of approval and will be provided by the developer. Other additional improvements that may be required by the development will be paid for by publik facility fees. RECOMMENDATION Both the planning staff and Planning Commission recommend that this application be APPROVED and that the City Attorney be directed to prepare documents APPROVI CT 79-7(A)/CP-lO(A), per Planning Commission Resolution No. 1758. It is also recommended that the City Council adopt Resolution No. @qqf, APPRC a one-year extension of time for CT 79-7 to April 3, 1982. ATTACHMENTS 1. I. PROJECT DESCRIPTION The applicant is requesting approval of an amendment to a tentative subdivision map and condominium permit to develop 39 units on 5 parcels, totaling 2.72 acres, located, as d-escribed above. having been previously graded, and takes access from both Santa Isabel Street and El Fuerte Street. In October, 1979, at the Planning Commission's recommendatio: the City Council approved tentative map, CT 79-7, for development of a 39 anit condominium project on this site. The current property owners have modified the original desig: and resubmitted the project for city approval, The subject property is relatively flat', 11, ANALYSIS Planning Issues 1) Does the project meet all development standards of the Condominium Ordinance? Does the project meet all aspects of the design criteria of the Condominium Ordinance? 2) 111. DISCUSSION The project meets or exceeds all basic development standards ' the Condominium Ordinance. Private, two-car garages, contai laundry facilities, would be provided for each unit. All visitor parking would be provided on-site. The proposed des includes 17 guest spaces, 13 being required by the Condomini Ordinance, spaces to facilitate good vehicular circulation. Storage space, 540-740 cubic feet, would be incorporated in garages and supplemented in patio areas in units B and D. The units would have individual refuse pick-up and utility Staff is recommending deletion of two of these 'rt, m meters. Open recreation requirements would be satisfied by combination of private balconies and patios and a common are including a pool, jacuzzi and recreation area and building. From a design perspective, staff feels the new plans are a centralizes the circulation system and eliminates numerous individual driveway openings onto Santa Isabel Street. The . revised plans would provide all guest .parking on-site, while previous credit had been granted on El Fuerte Street. The units, themselves, have been clustered. The grouping of buildings and elimination of individual driveways would maximize open space in the project. The new designs utilize this area to provide additional private recreation areas. Common recreation amenities would also be increased from those originally approved. Staff is satisfied that all standards of condominium develox and design criteria have been met. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment and, theref has issued a Negative Declaration on December 31, 1980, V. RECOMBENDATION .. It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Planning Director and adopt Resolution No, 1758, recommending APPROVAL of CT 79-7(A)/CP-138, based on the findings and subject to the conditions contained therein.
