Statement of the Matter The County, cities and special districts in San Diego have been working to- gether over the past several weeks to reach agreement on a priority expenditure plan to allocate $6.4 million in California Parklands Act OF 1980 monies. The plan must be submitted to the State before March 1, 1981 in order to receive the funds this fiscal year. An agreement, giving the City of Carlsbad-$161,752, was reached on February 11, 1981. jurisdictions comprising fifty percent of the population. La Costa Canyon Park --Phase I1 They unanimously recommended that these funds be used for Macario Canyon Park land acquisition and that those funds ($161,000) saved in the Capital Improvement Proje,ct budget for Macario Canyon Park be applied to other parks and recreation priority projects to be determined at a later date. MEMORANDUM TO : Frank Aleshire, City Manager FROM : David Bradstreet, Parks and Recreation Director @ DATE : February 13, 1981 SUBJECT: Proposition One County Allocation - Update BACKGROUND At the February 11, 1981 meeting with the cities and county representatives, agreement was finally reached and recommended to be adopted by the various cities and County Board of Supervisors regarding $6.4 million in State Bond funds. Disbursement Plan 2A received the majority vote with the City of San Diego the only jurisdiction that voted no. Plan 2A gives the smaller cities more money as compared to the other alternative that was being considered. The City of Carlsbad will receive $161,752; 2.5% of the total allocation. The Parks and Recreation Commission recommended that plan 2A be accepted by the City and also recommended that funds be applied for as soon as possible and be used for the Macario Canyon Park land acquisition with the stipulation that the $161,752 saved in the 80-81 Capital Improvement Project budget be applied to other priority Parks and Recreation projects to be determined at a later date. RECOMMENDATION Staff recommends plan 2A with funds being earmarked for the Macario Canyon Park land acquisition. If City Council concurs, applications will be forwarded to the County Board of Supervisors and the State for disbursement of funds this fiscal year. WHEREAS, the California Parklands Act of 1980 requires that each county shall consult with all cities and districts within the County which are authorized to provide park and recreation service: and develop and submit to the State a priority plan for expendi- ture of the County's allocation; and WHEREAS, the County of San Diego has consulted the City of Carlsbad in preparation of the priority plan for expenditure of thc County's allocation, including expenditures by eligible cities and districts ; and WHEREAS, the City of Carlsbad has been actively participatini in the development of an acceptable priority plan for expenditure of the County's allocation of State bond funds; and WHEREAS, the proposed priority plan provides that it shall , have the approval by fifty percent of the cities comprising fifty percent of the population; and WHEREAS, each city, district and the unincorporated area shall first receive a base sum of $75,000, and the remainder shall be divided between cities and unincorporated areas of the County on the basis of their population with certain modifications; and WHEREAS, the City of Carlsbad is in general agreement with the County of San Diego proposed priority plan of expenditure of State Bond Act funds which allocates to the City of Carlsbad $161,752. 3 2 3 4 5 6 7 a 9 10 11 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2, That the proposed priority plan for the expenditure of the County of San Diego's allocation of funds under the California Parklands Act of 1980, as specified above, be and hereby is approved. 3. That portion of the plan which reflects the pro- jects for Carlsbad should indicate that Carlsbad's Macario Canyon Park or other projects approved by City Council. . project will be the acquisition of land for 4.' The County, seven Special Districts and sixteen cities have until March 1, 1981 to reach agreement and submit an expenditure plan in order to get the funds this fiscal year. If no agreement is reached, the funds will not be available until next fiscal year. The expenditure plan must be approved by fifty percent of the cities comprising fifty percent of the population. The County and City of San Diego have over 50% of the population, but they need approval of a majority of the cities before a plan can be submitted. Two meetings have been held and no agreement has been reached to date. The next meeting is scheduled for Wednesday, February 11, 1981 at 9:30 a.m. Recommendation 1. Adopt plan 2-P, as outlined on attachment (1). 2. Use State Bond Monies for acquisition of Macario Canyon Park in the 80-81 fiscal year, Parks and Recreation Commission At the Febyuary 9, 1981 Parks and Recreation Commission Meeting the Commission unanimously recommended: 1. Adoption of expenditures, priority plan 2-A. 2. Funds be used for acquisition of Macario Canyon Park with the stipulation that equivalent funds saved be applied to other Parks and Recreation priority projects to be determined at a later date. Alternatives/Fiscal ImDact 1. Plan 2-A $161,752 2. Plan 4-C 110,019 Discussion At the February 5, 1981 state bond meeting ten different expenditure plans were discussed. These distribution plans were based on population and a minimum base amount and/or a combination of both. Carilshad's share of the funds would range from $110,000 to $161,000. The problem is that the County, City of San Diego and one smaller jurisdiction can not agree on an equitable plan for fund distribution with the other cities. At the last meeting a "compromise" plan was introduced that the County would accept, giving Carlshad $110,000. Attachement 1 shows a breakdown by jurisdiction of the two plans still being considered. The effect on Carlsbad is substantial if the cities agree to the "compromise" plan. A similar bond act in 1976 gave the City $136,000. The North County cities met with Supervisor Eckert to apprise him of the situation. He has agreed to look at the situation and discuss it with other supervisors. The problem, it appears, is that the County has already earmarked the funds for certain projects. There will be a meeting tomorrow to further discuss the impasse and the two remaining options. North County will receive very little benefit from any money going to the County as a large amount is expected to go to the Mission Trails regional park development in the City of San Diego.
