Subject: SETTING PIPELINE FEES
Statement of the Matter
The Carlsbad Municipal Code (para. 14.24.040) requires that Council set pipeline fees based
on the cost of the pipeline installation. This fee is to apply to those lots which have not
previously participated in the system development costs and is collected at the time the lot
requests water service. The fee is apportioned to each lot on the basis of "per foot" costs
and is computed on the basis of the lot front footage. The following water lines constructed
under Contract 1070 were accepted by Council on May 20, 1980:

Fiscal Impact
Undeveloped properties which have not participated in water system development will reimburse
the water construction fund in an amount based on the front line fee, when these properties
connect to the water system.

5 FRONT LINE FEES FOR CERTAIN WATER LINES
CONSTRUCTED UNDER CITY OF CARLSBAD
4 CONTRACT 1Q70.
5 WHEREAS, the Carlsbad Municipal Code (Sect. 14.24-040) requires that
6 Council set pipeline fees; and
7 WHEREAS, the City of Carlsbad installed certain water lines under City
8 Contract 1070; and
9 WHEREAS, pipeline fees have been computed based on actual contract
10 costs and pro-rated to fronting property on a per foot basis;
11 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
12 Carlsbad as follows:
13 1. The above recitations are true and correct.
14 2. Pipeline fees are established for work done under Contract 1070 and
15 generally described as follows:

3. The Director of Utilities & Maintenance is directed to record these
