CASE NO. ; ZC-227 APPLICANT; CITY OF CARLSBAD Statement of the Matter The City Council, at your meeting of March 3, 1981, directed the City Attorney to prepare the necessary documents to grant a change of zone (ZC-227) of existing mobilehome parks in Carlsbad to the RMHP Zone (Mobilehome Park Zone) in order to implement the new mobilehome park ordinance. An ordinance has been prepared to grant the change of zone and it is attached. However, the Planning Department staff report, dated January 28, 1981, which was inadvertently omitted from the City Council agenda packet on this item, is also attached and should be considered by you prior to your action to introduce the ordinance. STAFF REPORT DATE: January 28, 1981 TO: Planning Commission FROM: Planning Department SUBJECT: ZC-227, CITY OF CARLSBAD - Consideration of a change of zone of existing mobile home parks in Carlsbad to the RMHP zone (Mobile Home Park Zone) in order to implement the new Mobile Home Park Ordinance. I. PROJECT DESCRIPTION AND BACKGROUND This zone change is being considered in order to implement the recently adopted Mobile Home Park Ordinance which created a new Mobile Home Park Zone (RMHP) . The intent and purpose of the Mobile Home Park Zone is to: (1) Provide locations where mobile homes and mobile home parks may be established, maintained and protected. (2) Provide a means to regulate and control the conversion of existing mobile home parks to another use. (3) Promote and encourage an orderly residential environment with appropriate physical amenities. (4) Implement the goals and objectives of the General Plan, especially the Housing Element. This Zone Change will affect four mobile home parks: Solamar Mobile Home Park - Adjacent to Carlsbad Boule- vard and Palomar Airport Road, presently zoned RD-M. i Lanakai Mobile Home Park - Adjacent to Carlsbad Boule- vard and Ponto Drive, presently zoned R-l-10,000. Lake Shore Gardens Mobile Home Park - Adjacent to Poinsettia Lane and Interstate 5, presently zoned R-l- 10,000. Rancho Carlsbad Mobile Home Park- Adjacent to El Camino Real, presently zoned R-A-10,000. These changes in zone will not affect the operation of the four mobile home parks. No modification or expansion of these parks are requested at this time. Also, the existing mobile home parks need not comply with the design criteria of the RMHP zone since they are already existing and no expansion or intensification of use is being proposed. II. ANALYSIS Planning Issues 1. Are the proposed zone changes consistent with the Land Use Element of the Carlsbad General Plan? 2. Will the zone changes help to implement the goals and objectives of the General Plan, especially the housing element? III. DISCUSSION Exhibit "A" illustrates the number of units, acreage, dwelling units per acre, general plan designation, existing zoning and proposed zoning for each of the four mobile home parks in the City of Carlsbad. As illustrated by this exhibits, all of the proposed zone changes appear to be consistent with the Land Use Element of the General Plan. The proposed zone change will provide a means to control the conversion of the existing mobile home parks to another use and will help to implement the goals and objectives of the General Plan, especially the housing element. Environmental Review The Planning Director has determined that this project will not have a significant impact on the environment and there- fore has issued a negative declaration on December 30r 1980. IV. RECOMMENDATION It is recommended that the Planning Commission APPROVE the negative declaration issued by the Planning Director and adopt Resolution No. 1755, recommending APPROVAL of ZC-227 to the City Council based on the findings contained therein. APPLICANT; CITY OF CARLSBAD. The City Council of the City of Carlsbad, California, does ordain as follows: SECTION 1: That Title 21 of the Carlsbad Municipal Code is amended by the amendment of the zoning map to grant a change of zone (ZC-227) for four existing mobilehome parks in the City of Carlsbad as follows: (1) RD-M to RMHP for Solamar Mobilehome Park, generally located on the east side of Carlsbad Boulevard, Between Palomar Airport Road and Poinsettia Lane; more particularly as shown on map marked ZC-227, Exhibit A, Page 1 of 3, attached hereto and made a part hereof. (2) R-l-10,000 to RMHP for Lanakai Lane Mobilehome Park generally located on the east side of Carlsbad Boulevard between Palomar Airport- Road and Poinsettia Lane; more particularly as shown on map marked ZC-227, Exhibit A, Page 2 of 3, attached hereto and made a part hereof. (3) R-l-10,000 to RMHP. for Lakeshore Gardens Mobilehome Park generally located southwest of the intersection of Poinsettia Lane and Interstate 5; more particularly as shown on map marked ZC-227, Exhibit A, Page 3 of 3, attached hereto and made a part hereof. • .
