Statement of the Matter
Since 1973, the County has been collecting Park-in-Lieu funds from
unincorporated p6rtions of Carlsbad's Local Park Planning Area (LPPA). In accordance with the County Parklands DedicationOrdinahce and
Board of Supervisors policy F-26, the park funds must be 'spent for
acquisition or development of local parks w.ithin the LPPA.

agreement between the County and City of Carlsbad.
The County
As discussed in Exhibit 1, several alternative locations were discussed
. by the Parks and Recreaton Commission and the County Representative for
. expenditure of these funds and only Holiday and Magee Parks were con-
sidered eligible. The Parks and Recreation Commission unanimously re-
commended the $10,000 be used to purchase playground equipment for
Holiday Park.

to return to Council with the required joint powers agreement to be
prepared by the County.
Council Action:
3-17-81 Council approved staff recommendation and requested the City Manager to inquire
regarding the possibility of the County revising their map to show all of
'Carlsbad in the Carlsbad Plan area.

SUBJECT: County Allocation of $10,000 Park-In-Lieu Fees
BACKGROUND
A representative from the County of San Diego Parks and Recreation
Department met with staff to discuss potential park and recreation
projects that would qualify for $10,000 capital expenditures from
Park-in-Lieu funds collected by the County.
RECOMMENDATION
At the February 9, 1981 Parks and Recreation Commission meeting,
it was unanimously recommended that the $10,000 in County Park-in-
Lieu funds be used to purchase playground equipment for Holiday
Park.
FISCAL IMPACT
$10,000 will be received from the County. City Parks and Recreation
staff will be required to install the various pieces of playground
equipment at a cost of approximately $500.
DIS CUSS I ON
Since 1973, the County has been collecting Park-in-Lieu funds from
unincorporated portions of Carlsbad's LPPA (Local Park Planning
Area). In accordance with the County Parklands Dedication Ordi- nance and Board of Supervisor's policy F-26, the park fees must
be spent for acquisition or development of local parks within the
LPPA in which they are collected.
The County 1980-81 capital improvement budget includes a capital
project for expenditure of $10,000 in local park fees collected in the Carlsbad LPPA. The method of implementing this project will
be a joint powers agreement by the County and the City of Carlsbad.
According to the County representative, when the City Council
approves the Holiday Park project, the County will prepare a joint
powers agreement, have it approved by County Council, and forward
it to our City Council for approval. There will also be a resolu-
tion requesting the $10,000 of park fees which will be sent to the
County. The County will then take the joint powers agreement to
the Board of Supervisors for execution of the agreement.

reviewed six possible sites where County Park-in-Lieu monies could
be spent.

Levante School/Park - Playground equipment
La Costa Canyon Park - Park development
Holiday Park - Playground equipment
Magee Park - Horseshoe courts and parcourse
Jefferson School/Park - Turf development
Buena Vista School/Park - Turf development
The County stated that the Levante and La Costa Canyon Park pro-
jects wepe not eligible because they are located outside the
Carlsbad local park planning area. The County also felt that
Jefferson and Buena Vista park projects were not eligible because
they would require a tri-joint powers agreement.
Of the two projects that are eligible, Holiday Park and Magee Park,
it was unanimously agreed that the Holiday Park playground equipnent acquisition and installation would be the better project
to recommend for funding.
