Head DATE : April 7, 1981 C, Atty SU8 JECT: B ICYCLE LANES STATEMENT OF THE MATTER The San Diego Association of Governments has $500,000 available through Transportation Development Act 2% monies for the construction of nonmotorized facilities in the San Diego region. Engineering staff has submitted a request for $148,106 to construct bicycle lanes as fol lows: 1. Harding Street from Chestnut Avenue to Magnolia Street. Project consists of sign- . ing, striping and markings only. These bike lanes will connect with the recently installed lanes on Harding from Grand to Chestnut. 2. Chestnut Avenue from Monroe Street' to El Camino Real. Project consists of road widening as necessary, and signing, striping and marking street. These bike lanes will connect with the recently installed lanes on Chestnut from Monroe to:Harding. t 3. Jefferson Street from Marron to Las Flores. Project consists of road widening as necessary, and earthwork, signing, striping and marking street. These bike lanes will connect with the recently installed lanes on Jefferson from Grand to Las Flores. Each of these lanes is designated in the Circulation Element of the General Plan and is listed in the San Diego Association of Governments Transportation improvement Program. . The installation of the lanes will not require any parking restrictions. San Diego Association of Governments requires that the submittals of the requesting agencies be approved by the agency's City Council. F I SCAL I MPACT Should the City receive the requested funding, there will be maintenance costs associated with the bike lanes. ENVIRONMENTAL IMPACT All the proposed projects will require environmental assessment. The Jefferson Street project may require additional environmental study. RECOMMENDATiON Adopt a motion approving the City's request for Transportation Development Act 2% monies to develop bike lanes on Harding Street from Chestnut to Magnolia; Chestnut from Monroe ' to El Camino Real; and Jefferson from Marron to Las Flores.
