Statement of the Matter
CARL NEISWENDER has submitted his resignation as Carlsbad's representative
San Diego County Flood Control Commission, Zone 1, effective April 16, 198.
The Commission acts in an advisory capacity to the Board of Supervisors on
relating to water and resource conservation and flood problems. Zone 1 COI
of south Carlsbad, Del Mar, Oceanside, Escondido, San Marcos, Vista, a por
San Diego City and some unincorporated areas. Any City with any portion wl
within the Zone is entitled to a representative. Therefore, the vacancy c.
by the resignation of Mr. Neiswender is subject to be filled by the Board,
City Council is the nominating authority for said position.
The Commission holds regular meetings monthly on the second Thursday of th
and the location for the meetings is generally at the San Marcos County Wa
District, beginning at 9:00 A.M.
Commissioners receive compensation amounting to $10.00 €or each meeting, ni
two meetings in any calendar month, and reimbursement for such actual expel
incurred, such as mileage,
It is recommended that the City's representative be a resident of Carlsbad
is not required that the representative live within the Zone in that he/shi
representing the City.
The new commissioner will serve the remainder of the unexpired term which 1
become due until October, 1984,

I am moving to Hemet; therefore, my resignation must be effective
