SUBJECT: PRESENTATION OF THREE ALTERNATIVES ON BEACH PARKING STUDY STATEMENT OF THE HATTER On March 2G, 1981, City and State representatives met to discuss three preliminary pro- posals for major alternatives for the beach parking situations on Carlsbad Boulevard. The three Alternatives are: ! ? Alternative I consists of closing sou.thbound Carlsbad Boulevard from Palmar Airport Road to La Costa Avenue. This proposal would require the widening of the existing northbound Boulevard and the construction.of crossover lanes for vehicles to exit.to the Boulevard from the new parking areas. The parking lots would need to be linked with the beach via Dedestrian bridqes. This - ., i ! 2 ~~~~ ~ ~~ ..~ ~~ ~~ - Alternative was proposed by Assemblyman Frazee's Office. Alternative II consists o'f closiqg southbound Carlsbad Boulevard from Palomer Airport Road to La.Costa Avenue. The proposal would require the widening of vehicles to exit the Boulevard. The principle in this case would be the pro- the existing northbound Boulevard and the construction of crossover lanes for vision for beach parking lots directly adjacent to the beach areas with some camping relocated in the area previously occupied by the Boulevard. This Alternative would imDact the existics campinq facility more than.Aiternative I, but provide more direct access to the beach. Alternative Ill consists of State acquisition of additional camping east of the Boulevard to replace the camping areas lost to construction of beach parking. This could provide an area for future expansion and could include passive recreation associated with the planned State Fish and Game Ecological Reserve involving the Batiquitos Lagoon. This Alternative would have the greatest impact on the existing camping facility, but would be mst beneficial to €he daytime beach user. It would not significantly affect Carisbad Boulevard. All the Alte'rnatives involve the problem of separating day users from campers. This issue may be of mst significance to the State Park people. .- -1 ! t i FISCAL IMPACT i Very preliminary analyses indicate that the total cost of each Alternative'preeented wouid range in the $1.5 to $2 million range. It is presumed'that if the State and City reach agreement, a funding split between the State and the City would be worked out. ENVIRONHENTAL STATEMENT 1 !
