SUBJECT: ANGLE PARKING ON GRAND AVENUE BETWEEN
WASHINGTON AND CARLSBAD BOULEVARD
STATEMENT OF THE MATTER
The Traffic Safety Commission, at their meeting of March 2, 1981, reviewed a request
from the Police Department for a determination of whether to have diagonal or parallel
parking in the 300 block of Grand Avenue. In the past, diagonal parking has been
allowed; however, repaving of the street has covered the marked spaces.
Our traffic consultant reviewed the site and recommended the installation of diagonal
parking at this location to help alleviate scarcity of parking in this area.
. The Traffic Safety Commissi.on concurred with the recommendation of the traffic consul-
tant to install diagonal parking in the 300 block of Grand. Because diagonal is not
considered desirable at high traffic volumes, a cut-off average daily traffic of 6000
vehicles has been set in order to aPoid having a permanent situation of diagonal park-
ing. The south side of the avenue was recommended for parallel parking due to the
bus loading zone.

There will be minor costs associated with marking the diagonal spaces and maintaining
them.

RECOMMENDATION
Sustain the recommendation of the Traffic Safety Commission in regard to the parking
on Grand and introduce Ordinance No.3/aL . -

'ORDI NANCE NO. 3126
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE AMEND-
MENT OF SECTION 10.40.080 TO ADD A STREET WHERE
ANGLE PARKING MAY BE PERMITTED.
The City Council of the City of Carlsbad, California, hereby ordains

SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal
s amended by the addition of Item (5) to Section 10.40.080 to read
1 ows :
"1 0.40.080 Ang 1 e Pa rki ng .
(5) On the north side of Grand Avenue between Washington Street
and Carlsbad Boulevard. The City Engineer shall eliminate such diagonal
parking at such time as two-way average daily traffic on Grand Avenue
exceeds 6000 vehicles per day.
EFFECTIVE DATE: This ordinance shall be effective thirty days after
its adoption, and the City Clerk shall certify to the adoption of this
ordinance and cause it to be published at least once in the Carlsbad Journal
within fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the City Council
held the 21st day of April , 1981, and thereafter
PASSED AND ADOPTED at a regular meeting of said City Council held the
5th day of May , 1981, by the following vote, to wit:
