Statement of the E4atter
On May 20, 1976, the ordinance activiating the Carlsbad Redevelopment Agency became f
On August 9, 1978, the boundaries of the Redevelopm2nt Project Area wsre designated I
the Planning Commission, and a Preliminary Plan adopted.
Following Redevelopment Project Area Committee review and approval of the Village Arr
ment plan, the Planning Commission found the Village Area Redevelopment Plan in confc
the General Plan and recommended adoption of the Plan. The Planning Commission also
the Environmental Impact Report for the Plan.
However, no further processing of the Redevelopment Plan could occur until the Housi
Elment to the General Plan was completed. (Special counsel advised that there must
conforming General Plan in existance prior to adoption of a Redevelopment Plan.) The
Element is now completed and the General Plan issue resolved. At their meeting of Ap , the Housing and Redevelopment Advisory Committee has recommended that the City pro
adoption of the Village Redevelopment Plan.
The Housing and Rgdevelopment Advisory Committee has also recommended a day, time an
for the joint Public Hearing. The date is established as a result of Redevelopment 1
requirements necessitating that the hearing notice be published for four successive. prior to the actual date of the hearing,

COUNCIL/HOUSING AND REDEVELOPMENT COM4ISSION
OF THE CITY OF CARLSBAD, FOR THE ADOPTION
OF THE VILLAGE 'REDEVELOPMENT - PLAN
WHEREAS, the City Council and the Hoilsi'ng and Redevelopment Commi
of the City of Xarlsbad, California will hold a joint Public Hearing
provided by Section 33355 of the City Health 2nd Safe'ty Code of the 5
California for the purpose of considering the adoptioil of a Redevelor
for the Village Redevelopment Area; a copy of legal description is a1
hereto.

NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL AND THE HOUSING AND REDEVELOPNER
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA WILL HOLD A JOINT PUBLIC HEAR1
AS PROVIDED BY SECTION 33355 OF THE CITY HEALTH AND SAFETY CODE OF THE STATE
CALIFORNIA for the purpose of considering the adoption of a Redevelopment Pla
for the area herein described and entitled Village Area Redevelopment Project
(Legal description! attached)
The project area, in general terms, is bounded on the North by Laguna Drive o
the East by Jefferson Street and Interstate 5, on the South by Oak Avenue, an
Walnut Avenue, and on the West by Ocean Boulevard.
In general, the goal and objectives of the Village Area Redevelopment Plan ar
basically directed toward the revitalization of the area as the commercial ci
focus of the City. Owner participation, encouragement of residential’ uses, a
the enforcement of design standards are several of the means proposed to acco
the goal of the Plan.
Copies of the Plan, including a map of the area, are on file with the City C1
in addition, the Carlsbad Public Library for review. For further information
