Dear Mr. Aleshire: In accordance with our recent conversation, I submit here- with on behalf of the Buena Vista Lagoon Action Committee a request for inclusion of an item on the agenda for the City Council meeting on April 28, 1981. The details are provided in the attachment. I will be in attendance to elaborate on the item and to answer questions. Your support will be appreciated. Se e , Skotnicki Chairman, Buena Vista Lagoon Action Committee Council Action: 4-28-81 Council agreed that the City support the Buena Vista Day proposed for June 13, 1981, and directed staff to investigate the cost of transportation and also to pay the costs of printing handbills. Requested agenda item for City Council meeting on April 28, 1981 Subject: Buena Vista Lagoon Day Statement of the Matter. The Tri-Cities Buena Vista Lagoon Action Committee recommends obserbvance of a Lagoon Day on or about Saturday June 13, 1981 consisting of the following events: a. Slide show and talk on California wetlands in general and the Buena Vista Lagoon in particular. Place/time: 0930, Harding Street Community Center. b. A tour of the lagoon involving briefings at four locations around the lagoon as follows: 1. Weir at mouth of lagoon with access via Ocean Street beach access. 2. Duct:•feedidg site on Jefferson Street. 3. Jefferson Street bridge (if practical). 4. Along frontage road along north side of lagoon. The tour would follow the presentations at the Community Center with the public being allowed to proceed to all or any of the tour points as desired. The briefings at the tour points would be repeated on a prescribed schedule. It is anticipated that the program would be completed by 2:00 p.m. Purpose of the program: to increase public awareness of the lagoon's condition and the need for public assistance in obtaining government support for restoring and preserving the lagoon for future generations. Included in this idea is the need to emphasize the fact that the lagoon is the responsibility of the tri--cities and not merely Carlsbad"'-s,or the State Department of Fish and Game. Council Action Requested a. Approval of the project and the commitment of city staff�as necessary ,,for advice to the committee and for iraplementing measures for public safety. b. Minimal financial support, e.g., printing simple hand bills for publicity purposes. c. Use of Harding Community Center. d. Publication of a joint Carlsbad -Vista -Oceanside resolutirjn declaring a Buena Vista Lagoon Jay. The Buena Vista Lagoon Action Committee will organize and conduct the program. 1 DRAFT FOR DISCUSSION WHEREAS, the sillfling up of Buena Vista Lagoon threatens the life of the lagoon as we know it; and WHEREAS, a Tri-City Advisory Committee has urged the cities of Vista, Oceanside, and Carlsbad to better control develop- ment practices so as to minimize adverse siltation proLlems; and WHEREAS, State -Fish and Game officials have also pointed out instances where city grading practices and siltation control measures need to be improved; and WHEREAS, the three cities share a common problem in the Buena Vista Lagoon; and WHEREAS, it is desirable for the three cities to work together at the policy level to develop consistent regulatory ordinances and enforcement policies in order to better control the siltation of Buena Vista Lagoon; NOW, THEREFORE, BE IT RESOLVED by the City Council'of the City of Carlsbad that: 1. A Tri-City Advisory Committee be appointed with two representatives from each of the cities of Vista, Oceanside,' and Carlsbad. 2.' Each city designate a Council member and a city staff person to serve on the committee. 3:. The committee be charged with the responsibility to; a) develop a consistent grading ordinance for each city;. b) draft a manual of'recommended practices for use in connection with new developments in the Buena Vista runoff area; r � DRAFT Page 2 c) recommend an enforcement program to implement the regulatory measures; c) solicit the cooperation of the County of San Diego in the control efforts; e) work with the state Department of Fish and Game to carry out dredging and lagoon management ' programs; f) recommend other. measures deemed desirable in ' order to preserve and protect the Buena vista Lagoon as a natural resource area. q.
