Purpose of the program: to increase public awareness of the
lagoon's condition and the need for public assistance in obtaining
government support for restoring and preserving the lagoon for future
generations. Included in this idea is the need to emphasize the fact
that the lagoon is the responsibility of the tri--cities and not merely
Carlsbad"'-s,or the State Department of Fish and Game.
Council Action Requested

necessary
,,for advice to the committee and for iraplementing measures
for public safety.
b. Minimal financial support, e.g., printing simple hand bills
for publicity purposes.
c. Use of Harding Community Center.
