SUBJECT: FINAL MAP - CARLSBAD TRACT 80-9, UNIT 1,
(MEADOWS)
STATEMENT OF THE MATTER
Engineering Staff has completed checking the final map' of Carlsbad Tract 80-9,
Unit 1, Meadows, for conformance with the State Subdivision Map Act and
applicable local ordinances 0.f the City of Carlsbad. The final map conforms
substantially with the conditions of the tentative map approved by City Council
per Resolution No. 6233.
FISCAL IMPACT
Improvements and private streets associated with this project will be built by
the'developer. Increase in demand for City services will be offset by the
payment of public facilities fees. Park credits have been taken care of under
the existing park agreement between the City and La'Costa Land Company (now
Daon) . ,
ENVIRONMENTAL STATEMENT
Environmental impacts of this development were considered at the tentative map
stage and all the environmental concerns have since been satisfied or mitibated
to the satisfaction of the Planning Department.

Approve final map of Carlsbad Tract 80-9, Unit 1, Meadows.

This is to advise the City Council that the La Costa Land cOmpany/Daon Corporation has revid Agenda Bill 6314, dated April 21, 1981, and would concur in its intent regarding application of Paragraph 4 of Resolution No. 5286, City of Carlsbad and the La Costa Land Chpany dated January 3, 1978.
It is our understanding that this intent is to permit final map approval for
only CT80-25 Meadowbrook and CX'80-9 Hidden Meadows without dedication of San Wcos Creek Park, (14.7 acres).

the La Costa Land Company wishes to alert the City Council to the fact that it
may be faced in the latter part of this sumner with a problem similar to the two subdivisions currently under consideration.
We are advised
"his potential situation arises from the fzct that under Ordinance No. 9570
adopting the La Costa Master Plan there is a requirement that prior to approval of a final map in the Master Plan area a revised parks agrement "shall be pre-
pared and submitted to the City Council for approval...". It appears very likely to meet this ordinance requirement we may have to submit a proposed revised parks
agreement before the City's park consultant's recamendations have been reviewed and acted upon by the City Council. Since actual approval by the City of a revised parks agreement is not a requirement of Ordinance No. 9570, perhaps when this proposal is subnitted, the City Council may desire to withhold action
on it until the larger issue of parks has been resolved.
I do not feel an insurmountable problem $vi11 arise in this situation, but it is important to understand in advance why this approach may have to be undertaken. Obviously, we intend under any and all circumstances to continue to mrk closely
with the City so that ultimately a desirable park acquisition and developnent
program can be achieved in La Costa.

In accordance with the Agreement with La Costa Land Co., dated January 3, 1978
(Resolution No. 5286), this statement regarding this subdivision’s obligation
for park dedication has been prepared.
The applicant is requesting approval of a final map and is - not proposing to
dedicate any park land at this time.
