Subject: *County Allocation of $10,000 Park-In-Lieu Fees Statement of the Matter The City Council at their March 17, 1981 meeting approved the use of County park fees to purchase playground equipment at Holiday Park. It is now s necessary to execute a joint powers agreement with the County and to ad- vertise for bids. The County cannot authorize the $10,000 payment for the equipment until it is installed and inspected. SDecifikations : CITY OF CARLSBAD 1200 Elm Avenue Carlsbad, CA 92008 TOT LOT PLAY APPARATUS The purpose of these specifications is to obtain equipment which best meets the needs of the City of Carlsbad. 1. All equipment furnished shall be subject to the approval of the Purchasing Agent. 2. Equipment will be delivered to the City of Carlsbad, 1166 Elm Avenue, Carlsbad, California. General The play apparatus is to provide a complete durable play system for children of all ages. Its construction shall be of Redwood, gal- vanized steel, and heavy duty fiberglass materials. The unit shall contain five separate decks, four different slides, a swinging bridge and various climbing sections. Materials: Support Posts 1. Shall be 6" x 6" construction heart redwood, with all sides smooth surfaced and all edges chamfered. All materials shall be pre-drilled and ready for assembly. 2. The support posts are to be secured to each corner of decking with 1," bolts , washers and lock nuts. 3. All support posts shall extend 36" above the deck levels. Wall and Opening Posts 1. Shall be 4" x 4" heart redwood, surfaced four sides and edges chamfered. 2. All posts shall be attached to support posts by fabricated wall braces and 3/8" bolts , washers and lock nuts. Wall Braces 1. Shall be 1,'' x 2" flat steel with a permaguard finish. Deck Frames 1. Shall be fabricated of 3" x 2" x 3/16" steel angle with solid welded construction with permaguard finish. -1- Deck Plates 1. Shall be 12 gauge diamond pattern galvanized floor plate. 2. Deck plates are to attach to the deck frames by 22 galvanized steel clips and 3/8" button head bolts. Horizontal Rungs 1. Shall be fabricated of 1" schedule 40 galvanized steel pipe. Stop plates are 3/16" x 3" diameter. End nuts are 5/8" heavy duty self locking. 2. Rungs are to be solid welded. Step Assemblies 1. Shall be 14 gauge galvanized formed channel 5'' wide x 1" deep, with painted finish, - pre-drilled. 2. Steps shall be 16 gauge galvanized steel with non-skid tread surface. 3. Top and Bottom step have pipe holders welded to sides for mounting handrail uprights. Stair Handrails and Uprights 1. Shall be 111 schedule 40 galvanized steel pipe. Climbing Rope 1. Shall be 1%'' diameter manila, and supplied with necessary connecting hardware. 2. Rope shall be supported with 2 1 7/8" od. galvanized pipe curves with fittings welded on. 3. Necessary attachment for connecting rope shall be supplied. Sliding Pole 1. Shall be 1'' schedule 40 galvanized pipe that fits into mounting brackets and sockets. Swinging Bridge 1. Shall be 42" wide x 10' long, wood planks shall be 42" x 2" x 10" finished pine soaked in wood preservation. 2. Bridge shall be supported by 7/0 galvanized chains with 4/0 vertical support chain. 3. Bridge shall have support brackets fabricated of 3/16" steel plate with solid housings containing bushings. 4. Horizontal bridge rails shall be 2 3/8 OD galvanized steel pipe 9' 4" long. -2- c Slides - 3 1. Slides shall be 2 wave type, 12'f and 16' long x 29'' wide. The other straight slide to be 10' long and 29'' wide. 2. Slides to have canopy over each to insure safe start of slider. Canopies to be 3/8" fiberglass material. 3. Slide surfaces to be 18 gauge stainless steel, and to mechanically attach underneath without exposed threads, bedways to be brown 5/16'' thick fiberglass. 4. Slides to have legs of 2" galvanized steel pipes. Wave slides to have center support leg. Spiral Slide 1. Sections to be 5/16" fiberglass brown color. 2. Slide surface to be 20 gauge stainless steel. 3. Top platform shall be fabricated of 16 gauge galvanized plate. Side walls to be 14 gauge die-formed plate. Platform handrails shall be fabricated of 1% galvanized tube. 4. Legs and bracing shall be 2" structional galvanized steel pipe. 5. Canopy to be 1," thick brown fiberglass. 6. Center column support to be 4%'' OD galvanized pipe. Chain Ladder 1. Shall be 4/0 welded link, galvanized 36'' x 8' long. 2. Horizontal chains shall have neophene tubing covers. Finish 1. All Redwood members to be left natural. 2. Following items shall have galvanized finish: deck plates, horizontal rungs, stair step pans, handrails, climbing and sliding poles, slide support members, hand holds. 3. Following items to have painted finish: wall braces, deck frames, step side channels, spiral slide platforms. 4. All chains, Mmt-g brackets to be galvanized. 5. Fasteners to be zinc plated. -3- h Bidder shall guarantee all materials, equipment and workmanship for over one year. Vendor shall supply all necessary parts, hardware and instructions to completely install apparatus. Manufacturer's representative will inspect play equipment €or proper installation as per specifications. -4- 1 2 3 4 5 10 11 12 13 14 15 16 17 1E 19 2c 21 22 22 24 25 26 27 28 .- I RESOLUTION NO. 6513 A RESOLUTION OF THE CITY COUNCIL OF THE CITY.OF CARLSBAD, CALIFORNIA, AUTHORIZING THE EXECUTION OF A JOINT POWERS AGREEMENT BETWEEN THE CITY AND THE COUNTY OF SAN DIEGO FOR THE CONSTRUCTION OF RECREATIONAL EQUIPMENT AT HOLIDAY PARK AND APPROPRIATING FUNDS WHEREAS, the County has collected fees in the Carlsbad Local Park Planning Area pursuant to the County Park Lands Dedication Ordinance in the amount of $10,000; and WHEREAS, the County has made these funds available to the City by a joint powers agreement; and WHEREAS, the City Council has determined that the funds will be used to install and purchase playground equipment at Holiday Park; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. 2. 3. xx ’ xx xx xx xx xx That the agreement has been reviewed by the City Attorney and approved by the City Council.
