Subject: '— AMENDING THE MISCELLANEOUS CLASSIFICATION AND SALARY PLAN Statement of the Matter Fiscal year 1980-81 budget provided for two additional Library Clerk I's, one of which was designated to serve as a Library Guard. City staff has prepared a more appropriate classification description for this position and is submitting such for council's consideration. Recommended salary is as appears in the current budget, Range 21, $480.52-$570.73. Library staff concurs with the new classification and salary. One alternative received minor consideration; that of installing an electronic detection device. Library staff responded that this means of protecting library property is presently unacceptable. Fiscal Impact Recruitment and Selection $200 Monthly Salary (A step) $1,041 Benefits 260 Uniform 17 $1,318 Annual Cost (B Step) including Benefits and Uniform $16,505 Exhibit Resolution No. (,S"t O , with Attachments A and B amending the Miscellaneous Class and Salary Plan. Recommendation Adopt Resolution No. &S-Itp amending classification and -salary plan to include Library Guard. RESOLUI ^v I,3 .i.0. 552E A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF THE CITY TO INCLUDE THE CLASSIFICATION OF LIBRARY GUARD. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Library Guard should be included in the city's Classification and Salary Flan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Library Guard as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Library Guard to the appropriate city Salary Plan as shown on Attachment B, attached hereto and made a part thereof. PACKARD, Mayor 0 Ark aCNatENT A Resolution No. 6510 LIBRARY GUARD DEFINITION Under general supervision, to guard and protect the library, its books and materials; and to do related work as assigned. EXAMPLES OF DUTIES Guards public library against theft or vandalism. Reports unusual or suspicious occurrences to supervisor and solicits aid when necessary from Library, Police, or Fire Departments. Observe the library patrons and check bags, backpacks, attache cases and parcels for possible stolen property. Directs patron to charging desks or confiscate uncharged books and materials. Detains library patrons for police when there are suspicious circum- stances such as theft, willful destruction of library property, and other criminal or disorderly conduct. Makes periodic patrols of library building to check that doors are properly secured and to inspect for fire hazards and fires. May assist patrons with directional questions or refer patrons to appropriate library personnel. Contacts patrons at their homes to retrieve unreturned library materials. Keeps routine records of library activity. QUALIFICATIONS Knowledge of: Safe and proper methods of patrolling buildings and of controlling and directing pedestrian traffic. Use of fire- fighting equipment found in buildings. Ability to: Act quickly and effectively in emergencies. Give assistance to and deal courteously and tactfully with library patrons. Understand and carry out oral and written directions. EXPERIENCE AND EDUCATION Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities would be `F Library Guard cont. ualif t i qualifying. y' g. A typical way to acquire the skills and abilities required would be basic general educational training equivalent to graduation from high school.
