SUBJECT: DEANNMATION OF CERTAIN PROPERTY FROM CARISBAD TO TKE CITY OF VISTA.
STATEMENT OF TKE MATTER:
On February 18, 1981, the planning staff met with William Gutgesell, Vista Plan- ning Director, Gloria McClellan, Mayor of Vista and representatives of the C&M mineering Company. At this meeting, the Vista representatives expressed their City Council's desire to annex property, currently within the city of Carlsbad into Vista's intention is to de- velop this property as prt of a large industrial park.
Staff believes Vista's request to be reasonable and practical. The city of Carlsbad cannot provide effective public emergency services to the properties since there
Such emergency vehicles must take a roundabout route through county property to the east to get to the subject properties and the city of Vista would be able to
provide more effective public services. Also, a separate water district, Buena Colorado, presently serves the property and no reorganization of district bound- aries would be required.
As a secondary issue, Mr. Gutgesell indicated Vista's willingness to deannex
certain property within Vista to Carlsbad located near Squires Dam which could be better served by Carlsbad and is presently owned by the Carlsbad Municipal Water District. Staff has no objections to annexing this property and the City Council may wish to have this property considered along with the property indi- cated on Exhibit A.
The affected property owners are aware of Vista's intentions and have all sub
mitted letters stating their desire to annex their property into Vista.

RESOLUTION NO. 6516
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, DECLARING THEIR INTENT NOT TO
OPPOSE ANNEXATION OF CERTAIN PROPERTY FROM CARLSBAD TO
VISTA LOCATED ON THE EAST PERIMETER OF THE CITY, NORTH
OF PALOMAR AIRPORT ROAD.
WHEREAS, the city of Vista has indicated their desire
to annex certain property located within the city of Carlsbad to
their city; and
WHEREAS, this property would be more logically and
effectively serviced by the city of Vista; and
WHEREAS, the affected property owners have indicated their
3esire to annex their property into the city of Vista; and
WHEREAS, the city of Vista has indicated its willingness
to deannex certain property from Vista to Carlsbad presently
mmed by the Carlsbad Municipal Water District and located near
Squires Dam.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
clity of Carlsbad, California, as follows:
1. The City Council hereby declares that it will not

Vista to proceed with the processing of said annexation.
