STREET LIGHTING MAINTENANCE DISTRICT NO. 1 (ANNUAL REPORT)
Statement of the Matter
Council adopted Resolution No. 5122 in June 1977 forming Lighting District No. 1 under
provisions of the Street Lighting Act of 1919. Council designated the Utilities &
Maintenance Manager as the administrator of the District in June 1980. The attached
report is a requirement under the Act and duplicates information contained in the
annual budget (Fund 15). This report is a projection of the revenues required for
FY81-82 and provides the basis for the cost benefit spread (levy) which will be
brought back for. Council action at their last meeting in June. Conversion of the
mercury vapor lights to sodium vapor will not change the total costs at this time as
the cost of conversion loan will be paid back on the basis of the energy cost savings.
Fiscal Impact
Cost of energy for:FY81-82 increased 54% over the FY80-81 costs. These will be
assessed to the property owner in accordance with the Street Lighting Act of 1919.
The city funds those street lights benefiting public property (noted as City
Contribution in the report) and this has increased $6,106 over the previous year.

ANNUAL REPORT OF THE UTILITIES & MAINTENANCE MANAGER
Pursuant to direction from the City Council, submitted herewith is the
"Report", consisting of the following documents pursuant to the provisions
of Division 14, Part 1, of the Streets and Highways Code of the State of
California, and specifically Section 18091 thereof.
1. AN ESTIMATE OF THE COSTS of the improvements to be maintained for the
ensuing twelve-month period, being from July 1, 1981 to June 30, 1982.
2. A DIAGRAM of the Street Lighting District. Said diagram shall show
the exterior boundaries of the Street Lighting District, the
boundaries of any zones within the Street Lighting District, the lines
and dimensions of each lot or parcel within said Street Lighting
District, and each parcel shall be identified by a distinctive number
or letter. The lines and dimensions of each lot shall conform to
those shown on the County Assessor's map for the fiscal year to which
the "Report" applies.

5 WHEREAS, the City Council of the City of Carlsbad established Street
Q Lighting District No. 1 on June 21, 1977; and
7 WHEREAS, the Utilities & Maintenance Manager is required to submit a
8 report for Street Lighting District No. 1 in accordance with Chapter 3,
9 Division 14, commencing with Section 18040 of the Streets and Highway Code;
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad as follows:
12 1. The above recitations are true and correct.
13 2. The Annual Report of the Utilities &' Maintenance Manager dated
14 April 24, 1981 is hereby approved.
15 PASSED, 'APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
16 Council held on the 19tfa day of May , 1981, by the following
