Subject: PUBLIC HEARING ON ADOPTION OF CITY GOALS AND OBJECTIVES Statement of the Matter At its April 28, 1981 meeting the City Council reviewed a draft set of goals and objectives prepared by a Council sub -committee. Following review and discussion, the Council directed staff to make revisions to the goals and objectives and set them for public hearing. The following revisions were made at its April 28, 1981 meeting: 1. An introduction section was added. 2. An objective on sidewalks was added. (B-1-10, page 2) 3. Objective D-1-5 (page 7) was revised to read: "Provide adequate beach aeeess-and parking ." 4. The phrase . . ."in accordance with dates suggested by the Library Board." was added to objectives E-2-3 (page 8) 5. An objective on beach access was added. (E-3-9, page 9) 6. An objective on a fire fighter recognition program was added. (F-2-4, page 10) 7. Objective F-3­6 (page 11) regarding an election on making City Clerk's office appointive was deleted. 8. An objective to establish a cultural arts commission was added (F-5--6, page 12) In addition, the City Manager is suggesting that the'City Council consider adding objectives regarding establishment of a public utilities advisory commission and a cable television advisory commission. (See Exhibit 2) Fiscal Impact There is no direct fiscal impact in adopting the goals and objectives. However, the implementation of many of the objectives will require the commitment of funds in either the operating or capital budgets. Exhibits 1. Proposed Goals and Objectives. 2. Kulchin INTRODUCTION The Carlsbad City Council annually adopLs a set of Goals and Objectives to guide the development of the City's operating and capital improvement budgets. The following set of Goals and Objectives were adopted by the City Council following an extensive public input process. These Goals and Objectives are contingent on funding. implementation of specific goals and objectives are subject to approval on a project by project basis and dates of implementation may vary depending on financing and changing city priorities. COUNCIL GOALS AND OBJECTIVES Appoint a citizen committee to study and make recommendations to create a permanent private -public foundation, corporation or commission. The purpose of said agency would be to stimulate private sector participation in planning, funding, and developing resources to enhance the arts and culture, tourism, recreation, libraries, economic development and other projects benefitting Carlsbad and northern San Diego County.
