DEPARTMENT: Eng i neer i ng SUBJECT: ALLEY IMPROVEMENTS BETWEEN MADISON AND ROOSEVELT SOUTH OF CHESTNUT - CONTRACT 1087 STATEMENT OF THE MATTER The Housing & Redevelopment Agency has funds available through the Sixth Year Block Grant Program for the construction of alley improvements in the-downtown area. The Housing & Redevelopment Director has selected the subject alley for construction at ' this time. Plans and specifications are complete and are on file in the Engineering Department. The Engineer's estimate is $15,600. ' .. FISCAL IMPACT Funds for the construction will come from the Sixth Year Block Grant Program (see Exhibit 2). Funds (per the Redevelopment Agency) in the amount of $16,000 wi-?l be i available. I ENVIRONMENTAL STATEMENT This project is categorically exempt from environmental review per Title 19, Section 19.04.070(a) (2) of the Carlsbad Municipal Code. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHOR- IZING THE C17Y CLERK TO INVITE BIDS FOR ALLEY IMPROVEMENTS BETWEEN MADISON AND ROOSEVELT SOUTH OF CHESTNUT - CONTRACT WHEREAS, the City Conncll of the City of Carlsbad has determined it is necessary and in the public interest to construct alley improvements between Madison and Roosevelt south of Chestnut; and L WHEREAS, plans and specifications for the furnishing of all labor, materi- als, tools, equipment, transportation and other expenses necessary or incidental for said project, Contract No. 1087, have been prepared and are on file in the Engineering Department and are incorporated by reference herein; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbac as follows: 1. Henthorn, Housing and Redevelopment Direct P SUBJECT: DISBURSEMENT OF BLOCK GRANT FUNDS FOR PAYMENTS FOR ALLEY PAVING CONTRACT FUNDING SOURCE : The Alley Paving contract is a 6th Year Community Development Block Grant Project (CDBG) that was funded through the County of San Diego’s Urban County Block Grant Application. the 6th Year Community Development Block Grant projects. The contractor must perform the tasks outlined in the alley paving contract for a cost not to exceed $16,000.00. The contractor will be required to comply with all local, state, and federal affirmative action regulations. Henthorn, Director, Housing E Redevelopment SUBJECT: SUPPLEMENTAL INFORMATION ON BLOCK GRANT FUNDED ALLEY PROJECT This project was proposed during a public meeting held by the staff to solicit projects to be included in the 6th Year Block Grant application. The proponent was Mr. Roy Sanchez, 3482 Roosevel t Street. The proposed project was approved following a public hearing held by the City Council on December 18, 1979. The project was forwarded to the County and approved by the Board of Supervisors in April of 1980 and forwarded to the Department of Housing and Urban Development(HUD) Washington D.C. H.U.D. approved the project in September of 1980. The City entered into an agreement to implement the project in November of 1980. H.U.D. released the funds, allowing us to proceed in March of 1981.
