COMMISSION , FOR THE ADOPTION OF THE VILLAGE REDEVELOPMENT PLAN.
Statement of the Matter
At your meeting of April 21, 1981, Council adoptedResolution No. 6504 setting t and place for the Public Hearing on the Village Area Redevelopment Plan as May 2 On April 21, 1981, staff was also directed to initiate a registered mailing of t
registered property owners within the Project Area as required by Section 33350
California Health and Safety Code.
The day, time, and place of the Public Hearing is required by Section 33349 of t
Health and Safety Code to be published once a week for four successive weeks pri
hearing in a newspaper of general circulation which is printed or published in t
Unfortunately, there was an omission of one of the four required notices on the I
newspaper. This omission has made it necessary to cancel the original date of tl
hearing.
In order to comply with State Redevelopment law, we have been advised by Agency !
Counsel to set a new day, time, and place for the Public hearing.
Council must set another day, time, and place for the hearing. In addition, ano.
mailing of the notice to registered property owners must be initiated, and anotht
must appear in the newspaper for four successive weeks prior to the hearing.
The attached Resolution meets the requirement of the state law, and sets the new
Hearing for June 23, 1981.

WHEREAS, the City Council with the consent of the Housing and Red
Commission of the City of Carlsbad, California will hold a joint Publi
Hearing as provided by Section 33355 of the City Health and Safety Cod

Attached is a Legal Notice indicating that the City of Carlsbad

hold a joint Public Hearing on May 26, 1981 at 7:OO PM at Counc
Chambers located at: 1200 Elm Avenue to consider the proposed
Redevelopment Plan for the Village Area Redevelopment Project.
At the same time, the City Council and the Housing and Redevelop
Commission will hold a joint Public Hearing and consider and act
upon the Final Environmental Impact on the proposed Redevelopmer
Plan.
The San Diego County Auditors' Office is currently updating base
year assessment from Fiscal Year 1979-80 to 1980-81, and the fir,
fiscal report should be available prior to the public hearing.

Dear Property Owner and Interested Citizens:
Attached is a Legal Notice indicating that the City of Carlsbad's
City Council and the Housing and Redevelopment Commission will
hold a joint Public Hearing on May 26, 1981 at 7:OO PM at
Council Chambers located at: 1200 Elm Avenue to consider
the proposed Redevelopment Plan for the Village Area Redevelopmer
Project.
At the same time, the City Council and the Housing and Redevelopn
Commission will hold a joint Public Hearing and consider and
act upon the Final Environmental Impact on the proposed
Redevelopment Plan.
According to the latest equalized assessment roll, the property
which you own is located within the proposed Project Area. If
the Redevelopment Plan is adopted, a major role of the Carlsbad
Housing and Redevelopment Commission would be to encourage
individuals and firms to eliminate deteriorating conditions
and to redevelop and rehabilitate property in the Project Area.
It is not contemplated that the Commission will be purchasing
a large part of the property within the Project Area. However,
if the proposed Redevelopment Plan is adopted, all property
located within the Redevelopment Project Boundary as indicated
on the enclosed map would be subject to acquisition by eminent
domain and could be acquired subject to terms and conditions
of the Redevelopment Plan.

AND REDEVELOPMENT COMMISSION
OF THE CITY OF CARLSBAD
FOR ADOPTION OF THE VILLAGE
REDEVELOPMENT PLAN
NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL AND THE HOUSING AND REDEVELOPMEN
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA WILL HOLD A JOINT PUBLIC HEAR11
AS PROVIDED BY SECTION 33355 OF THE CITY HEALTH AND SAFETY CODE OF THE STATE (
CALIFORNIA for the purpose of considering the adoption of a Redevelopment Plar
for the area herein described and entitled Village Area Redevelopment Project
(Legal description2attached)
The project area, in general terms, is bounded on the North by Laguna Drive 01
the East by Jefferson Street and Interstate 5, on the South by Oak Avenue, anc
Walnut Avenue, and on the West by Ocean Boulevard.
In general, the goal and objectives of the Village Area Redevelopment Plan ar
basically directed toward the revitalization of the area as the commercial ci
focus of the City. Owner participation, encouragement of residential uses, a
the enforcement of design standards are several of the means proposed to acco
the goal of the Plan.
Copies of the Plan, including a map of the area, are on file with the City C1
in addition, the Carlsbad Public Library for review. For further information

SAID JOINT PUBLIC HEARING WILL BE HELD BY THE CITY COUNCIL/HOUSING AND REDEVE
COMMISSION, TUESDAY, MAY 26, 1981, 7:OO P.M., IN THE COUNCIL CHAMBERS, CIVIC
CENTER, 1200 ELM AVENUE, CARLSBAD, CALIFORNIA, at which time any person havir
any objections to the proposed Redevelopment Plan, or who denies the existenc
of blight in the proposed project area, or objects to the regularity of the I
proceedings, may appear before the City Council/Housing and Redevelopment COI
and show cause why the proposed Plan should not be adopted.
