EXTENDING CURRENT FIREFIGHTER LIST FOR ONE. YEAR
Statement of the Matter
During the spring and summer of 1980, the Cites of Carlsbad,
Oceanside, and Vista cooperated in the establishment of a
firefighter list. That list is now scheduled to expire on
.June 13, 1981. Over the period of the forthcoming fiscal year
none of the agencies anticipates adding firefighter positions.
If appointments are made in the coming year,'it will be appoint-
ments to accommodate turnover of firefighter personnel. All
three agencies anticipate minimal to zero activity in replacing
firefighters. To require all three agencies to budget for the
expense of recruiting and establishing an•eligibility list which
will be little needed is not economical. The most economical
and efficient approach would be to extend existing lists which
could open in the forthcoming fiscal year. This approach
would provide for maximurq utilization of the list, jointly
developed by the three agencies. Therefore, it is recommended
that the City Council consider adopting the attached resolution
with the intent of extending the current eligibility list for
a period of one year.

Fiscal Impact
Fiscal impact would be difficult tb measure but it would
constitute a savings of several hundreds of dollars and
several hundreds of man hours for the -Cities of Carlsbad,
Oceansidd, and Vista.
Recommendation
Adopt exhibited resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIrORNIA, EXTENDING
JOINT FIREFIGHTER ELIGIBILITY LIST --
CITIES OF CARLSBAD, OCEANSIDE, AND
VISTA TO JUNE 13, 1982.
WHEREAS, the Cities of Carlsbad, Oceanside, and Vista in.
1980 did establish as a joint project a firefighter eligibility
list; and
WHEREAS, none of these agencies anticipate significant
manpower changes during the forthcoming fiscal year; -and
WHEREAS, current Personnel -Rules, Section 2, Rule VII,
permit a list to exist for only a peXiod of one year;
NOW, THEREFORE, BE IT RESOLVED by the City Council of -the
City of.Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the extension of the
.Joint Firefighter Eligibility List until June 13, 1982.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, on the 2nd day
of dune , 1981, by the following vote, to wit:
