DATE: June 9, 1981 DEPARTMENT: Parks and Recreation Subject: Grant Application for Jefferson/Buena Vista Parks Statement of the Matter The current Capital Improvement Program has $90,000 budgeted for the development of athletic fields at the Jefferson/Buena Vista school parks for this' fiscal year. The fields will be constructed in conjunction with the School District and will Tnclude grading, soil preparation, irrigation, ' backstops, benches, bleachers and fencing. . The Parks and Recreation Department with the assistance of International Systems, Inc. has submitted a Notice of Intent to apply for $60,000 in Federal Land and Water Conservation for the project which has escalated in total cost to an estimated $120,000. The department has initiated the Environmental review and clearinghouse process to make the July 1, 1981 deadline. It is now necessary to obtain City Council approval before proceeding with the grant application. Fiscal Impact The project itself will, cost approximately $120,000 for development and $30,000 per year for maintenance. This grant, if approved, will cover $60,000 of the development costs. APPROVED -- I - I J 1 2 3 4 5 6 7 .8 9 10 21 12 13 14 15 16 17 18 19 20 21 22 23 24 25 I ,26 27 28 RESOLUTION NO. 6564 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUNDS FOR THE JEFFERSON/ BUENA VISTA PROJECT WHEREAS, the Congress under Public Law 88-578 has authorized the establishment of a Federal Land and Water Conservation Fund Grant-In-Aid'Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes; and WHEREAS, the State Department of Parks and 'Recreation is responsible for the administration of the program within the State setting up necessary rules and procedures governing application by local agencies under the program; and WHEREAS, said adopted procedures established by the State Department of Parks and RecreaLion require the applicant to certif; by resolution the approval of applications and the availability of local matching funds prior to submission of said application to thf State; and WHEREAS, the proposed Jefferson/Bucna Vista project is con- sistent with the California Outdoor Recreation Resources Plan; and WHEREAS, the project must be compatible with the land use plans of those jurisdictions immediately suhounding the project; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: 1. Approves ,the filing of an application for Land and Water Conservation Fund assistance; and 2. Certifies that the project is compatible with the land use plans of those jurisdictions immediately surrounding the project; and 4. Appoints the Parks and Recreation Director as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, billing statements, and so on which may be necessary for the completion of the afore- mentioned project. adjowned PASSES, APPROVED, AND ADOPTED at a/regular meeting of the Carlsbad City Council held the 9th day of June , 1981, by the following vote, to wit: AYES: Council Members Packard, hear, Lewis and Kulchin NOES: None RONALD C..
