STREET LIGHT MAINTENANCE DISTRICT NO. 1 (ANNUAL LEVY)
Statement of the Matter
Council received the report of the Utilities & Maintenance Manager, which provided estimated
expenditures of $432,489 for the operation and maintenance of street lights during FY81-82.
These costs have been spread to the benefited residents by the Assessor's Office and F.
MacKenzie Brown has prepared the appropriate resolution for Council's approval.
Fiscal Impact
Estimated operation and maintenance costs for street lighting next year have increased by
$151,642, or almost 90%, over the past year. These costs are spread over all benefited
residents by assessment. There is an increase of general fund costs of $6,105 ($11,306 to
$17,411) since the City funds the street lighting costs of public properties from the
general fund. Average homeowners' costs for those sections having intersection lighting
only will increase from $9.32 to $14.24 annually ($4.92 per year) and those having inter-
section and mid-block lighting will increase from $24.04 to $35.94 annually ($11.91 per year),

OF CARLSBAD, CALIFORNIA, PROVIDING FOR THE
3 ANNUAL LEVY OF ASSESSMENTS FOR A STREET
LIGHTING DISTRICT. _

5 WHEREAS, the City Council of the City of Carlsbad has previously
6 initiated and conducted proceedings for the formation of a street lighting
7 district in said City under the terms and provisions of the "Street Lighting
•
8 Act of 1919", being Division 14, Part 1 of the Streets and Highways Code of
9 the State of California, said street lighting district having" been designated
10 as STREET LIGHTING DISTRICT NO. 1 (hereinafter referred to as the "Street
11 Lighting District"); and
12 WHEREAS, at this time, the C'ity Council is desirous, pursuant to the
13 provisions of Section 18090 of the Streets and Highways Code to provide for
14 the annual levy of the assessment in the same manner and on the same lots or
15 parcels of land the respective assessment costs to pay the cost of annual
16 maintenance for the street lighting improvements to be maintained within said
17 Street Lighting District; and
18 WHEREAS, at this time there has been presented to the City Council a.
19 "Report", setting forth the following:
20 1 . An estimate of the 'costs and expenses for maintaining the
21 improvements for the ensuing fiscal year.

22 2. A diagram showing the Street Lighting District and boundaries of
23 said parcels.
24 3. A schedule showing the proportionate amount of assessments to be
25 charged in relation to benefits received by each lot or parcel within the
26 boundaries of the proposed Street Lighting District.
27 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
28 Carlsbad as follows: . •

SECTION 1. That the above recitals are all true and correct.
SECTION 2. That the City Council hereby levies the annual assessment for the
Street Lighting District pursuant to the schedule as submitted
herein showing the proportionate amount of the benefits to be
received by each lot or parcel shown on the diagram as presented
to the City Council.
SECTION 3. That this levy and confirmation of assessment as hereby made by
the City Council covers the period commencing on the 1st day of
July, 1981 and ending on the 30th day of June, 1982.
SECTION 4. Upon the levy of this assessment, the City Clerk is hereby
directed to transmit a copy of the annual assessment to the
County Auditor and County Tax Collector. A certified copy of the
assessment diagram and schedule of individual assessments shall
also be on file in the Office of the Utilities & Maintenance
Manager, with a duplicate copy on file in the Office of the City
Clerk.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 16tii day of June , 1981, by the following .
