SUBJECT: GENERAL STREET LIGHT CONVERSIONS
CONTRACT NO. 1107
STATEMENT OF THE MATTER
At the May 19th meeting, Council approved execution of a loan agreement and promissory note
on behalf of the City for a loan of $381,500 from the California Energy Commission for the
conversion of street lights from mercury vapor to high pressure sodium operation.
Staff has divided the lights to be converted into two categories: the downtown street light
conversion and the general street light conversion, the latter being located in numerous
areas of the City.
Specifications for the general street light conversions are complete and are on file in the
Engineering Department. Under this phase of the project, 1,7^2 lights will be converted.
Downtown light conversion to be separate contract.
FISCAL IMPACT
The Engineer's estimate for the general street light conversion is $289,700. This leaves
a loan balance of $91,800 which is the estimate for the downtown area conversions.
As explained in the May 19th agenda bill, the loan will be repaid from the energy savings
realized from converting the street lights from mercury vapor to high pressure sodium.
These payments will be incorporated into the costs of the Street Light Improvement District
and the annual levy will be set by Council in the manner set forth in the Street Lighting
Act.
The Finance Department has begun the paperwork necessary to obtain partial advance funding.
ENVIRONMENTAL IMPACT
The project is categorically exempt from environmental processing.
RECOMMENDATION

and authorizing the City Clerk to invite bids for Contract No. 1107-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING SPECIFICATIONS AND AUTHORIZING THE
CITY CLERK TO INVITE BIDS FOR THE CONVERSION OF STREET
LIGHTS AT NUMEROUS LOCATIONS IN THE CITY OF CARLSBAD -
CONTRACT NO. 1107 • .
WHEREAS, the City Council of the City of Carlsbad has determined it is
necessary and in the public interest to convert numerous street lights in the
City of Carlsbad from mercury vapor to high pressure sodium operation; and
WHEREAS, specifications for the furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental, for said
project, Contract No. 1107, have been prepared and are on file in the Engineer-
ing Department and are incorporated by reference herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follows: .
1. The above recitations are true and correct.
2. The specifications as presented are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and
directed to proceed to publish, in accordance with law, notice to contractors
inviting bids for the conversion of numerous street lights in the City of Carls-
bad from mercury vapor to high pressure sodium operation in accordance with the
plans and specifications hereinabove referred to.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad
at a regular meeting held the 16th day of June >.1981 , by the following
vote, to wit:
