SUBJECT: DOWNTOWN STREET LIGHT CONVERSIONS
CONTRACT NO. 1106
STATEMENT OF THE MATTER
At the May 19th meeting, Council approved execution of a loan agreement and promissory note
on behalf of the City for a loan of $381,500 from the California Energy Commission for the
conversion of street lights from mercury vapor to high pressure sodium operation.
Staff has divided the lights to be converted into two categories: the general street light
conversions and the downtown street light conversions.
Plans and specifications for the downtown street light conversions are complete and are on
file in the Engineering Department. Under this phase of the project 129 lights wi11 be
converted. General street light conversion to be separate contract.
FISCAL IMPACT
The Engineer's estimate for the downtown street light conversions is $91,800. This leaves
a balance of $289,700 for the general street light conversions.
As explained in the May 19th agenda bill, the loan will be repaid from the energy savings
realized from converting the street lights from mercury vapor to high pressure sodium.
These payments will be incorporated into the costs of the Street Light Improvement District
and the annual levy will be set by Council in the manner set forth in the Street Lighting
Act.
The Finance Department has begun the necessary paperwork to obtain partial advance funding.
ENVIRONMENTAL IMPACT
This project is categorically exempt from environmental processing.
RECOMMENDATION
Adopt Resolution No. kf6? approving plans and specifications for the downtown street
light conversions and authorizing the City Clerk to invite bids for Contract No. 1106.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHOR-
IZING THE CITY CLERK TO INVITE BIDS FOR THE DOWNTOWN STREET
LIGHT CONVERSIONS - CONTRACT NO. 1106
WHEREAS, the City Council Of the City of Carlsbad has determined it is
necessary and in the public interest to convert the downtown street lights from
mercury vapor to high pressure sodium operation; and
WHEREAS, specifications for the furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said
project, Contract No. 1106, have been prepared and are on file in the Engineer-
ing Department and are incorporated by reference herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. The above recitations are true and correct.
2. The specifications as presented are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and
directed to proceed to publish, in accordance with law, notice to contractors
inviting bids for the conversion of downtown street lights from mercury vapor
to high pressure sodium operation in accordance with the plans and specification
hereinabove referred to.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad
at a regular meeting held the 16th day of June • , 1981, by the following
vote, to wit:
