Head ( City Atty Vfd City Mgrl?_ ~ At their June 1, 1981 meeting, the Traffic Safety Commission reviewed a request from the Police Chief to consider reducing the speed limit on Alga Road between El.Camino Real. and Alicante. The speed limit is pres- . ently 55 mph. The Commission recommended that the speed limit be reduced to 45 mph on Alga Road £pr uhe following reasons: 1. Traffic volumes on this road are about 6500 vehicles per day. ,, 2. There is an unexpected lateral transition due to narrowing of the !oadway which has a record of speed-relate~ ~~~idents . . 3. The curve and pavement slope in the are~ can cause drivers to over- react in the transition area. . ., Widening of .Alga Road is expected to occur within a year. After widen- ing, the above conditions will be r~moved, and the Commission recommended that· a radar a11d accident survey be taken to· (;)Stablish new speed zoning ~t the 85th p~rcentile ~evel. The Vehicle Code requires that an engineer- ing and traffic survey be conducted to form the basis of the reduced speed.-~ zon~. The required report is attached. TO: FROM: DATE: MEMORANDUM City Engineer l/1_!,}/) Principal Civil Engineer (Traffic~.Q../ June 9, 1981 SUBJECT: REPORT OF ENGINEERING AND TRAFFIC SURVEY HITH A RECOMMENDATION THAT THE EXISTING 55 MPH ZONE BE REDUCED TO A 45 MPH ZONE ON ALGA ROAD FROM 500' EAST OF ALICANTE ROAD TO 300' EAST OF EL CAMINO REAL The vehicle code in Section 22358 grants a local authority, upon the basis of an engineering and traffic survey, the power by ordinance to determine and declare a prima facie speed limit is reasonable and safe. The declared prima facie speed limit shall b~ effective when appropriate signing giving notice is erected upon the street. The Engineering Division has made such a survey and found the following. The existing 55 MPH speed limit should be reduced to 45 MPH for the following reasons: 1. The traffic volumes on this road are about 6500 vehicles per day. 2. There is an unexpected lateral transition due to narrowing of the roadway which has a record of speed-related accidents. 3. The curve and pavement slope in the area can cause drivers to overreact in the transition area. 4. Additional roadway striping and curb painting will make the area more visible. The area can be safely negotiated at 45 MPH. At speeds greater th~n this, there is the possibility of accidents. After the street is widened (which is expected within a year) and the above conditions removed, it is recommended a radar and accident survey be taken to establish new speed zoning at the 85th percentile level. The prima facie speed limit on Alga Ro·ad from its intersection with El Camino Real to its intersection with Alicante Road is determined and declared to be forty-five miles per hour. EFFECTIVE DATE: This ordinance shall be effective thirty days after its· adoption, and the City Clerk shall certify to 'the adoption of this ordina~ce and cause it to be published at least once in the c·arlsbad Journal wi'thin fift~en days after _Its adoption.
