STATE DISABILITY INSURANCE
Statement of^ the Matter
On Tuesday June 16, 1981 .a'majority of Miscellaneous employees.,-' ...
elected, to have coverage of State Disability Insurance. SDI is
a State- sponsored workers disability insurance program'designed
to provide benefits to participating employees when they are
disabled and prevented from working. Benefit payments are determined
by the employee's wage level- and begin seven (7) days after the onset
of disability and can continue for 39 weeks.
The election was the result of a. provision contained in the!Memorandum
of Understanding, with the Carlsbad City Employees' Association
adopted by Resolution No. "6546 of May 26, 1981. A report on the
result of the election is attached as Exhibit No. 1. .,
The : next step in the procedure of providing coverage is the submission
of the city's application .to the State. The application'must be accompanie
by.a resolution .in which the City Council approves the filing of the ;
application for coverage. Therefore, the attached resolution has been
forwarded .to the council.

• -The fiscal impact is estimated to be ,$6,000 per year or $12,000'
for the two year term of the contract. This results from the cost of the
premium payment reduced-by the amount saved.by reducing the city's
long term disability insurance, premium by integrating SDI with LTD. .

In accordance with the. Memorandum of Understanding with the
Carlsbad City Employees' Association, affiliated with
AFSCME Local 978, Article 10, and with the approval of
Dave Hauser, President of the Association, the City Clerk's
Office: conducted an election on June 16, 1981.
The election was conducted to determine if a majority desired
state disability insurance coverage. The following figures
reflect th'e results of that election:

87% expressed the desire for State Disability Insurance coverage
13% expressed the desire for no State Disability coverage
Therefore,the majority of those votes which were cast reflected
a desire for the City to pay for State Disability Insurance coverage
for the employees . :l

A RESOLUTION OF THE CITY COUNCIL OP THE CITY
OF CARLSBAD, CALIFORNIA AUTHORIZING AND ,
DIRECTING THE SUBMISSION OF AN APPLICATION |
•FOR STATE DISABILITY INSURANCE COVERAGE FOR
• - NON-MANAGEMENT MISCELLANEOUS EMPLOYEES.'
WHEREAS, non-management Miscellaneous employees have elected
that the city provide State Disability Insurance- as agreed to by
the City Council; and
WHEREAS, the application for such coverage requires an
accompanying council resolution; .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
•2..' That the City Council authorizes and directs the City
Manager to cause an application for State Disability Insurance

coverage for non-management Miscellaneous employees of the city
to .be submitted.
PASSED, APPROVED AND ADOPTED at a regular mee.ting of the
