The Police Department hQs been actively engaged in establishing
Neighborhood Watch programs. Recently, the question of location
for the Neighborhood Watch signs has arisen. City staff has been
requesting that signs noticing various areas as a Neighborhood
watch area be placed on private property. Two citizen groups wish
to place these signs on traffic advisory posts, i.e. "Not a Thru
Street." Staff "feels that locations should be standardized for
uniformity in establishing control and is recommending locating
the signs in City right-of-way. Wording and size should also be
standardized. Signs could be made in the City sign shop and
installed by City crew$ and purchased by the Neighborhood Watch
groups. City Code 21.~1.060, Exemptions, permits Council to establish
this type of sigr1 location.
At the present time we have 23 Neighborhood Watch programs and two
more in the planning stage. There are an average of two meetings
a week with 15-25 residents present each time.
Fiscal Impact
Signs cost approximately $35 each and are paid for by the individual
groups.

Recommendation
That Council establish uniform signs as well as location for signs
and authorize City staff to manufacture and install; interested
groups could then purchase.
