TO SAN DIEGUITO TECHNICAL ADVISORY COMMITTEE (TAG)
Statement of the Matter
The Local Agency Formation Commission (LAFCO) has established a
Technical Advisory Committee to advise LAFCO on the proposed
incorporation of San Dieguitb. LAFCO is requesting the City
to appoint a representative and an alternate to TAG. The -
representative may be either an elected official or a staff
member.

Dear City Council Members:
The County Board of Supervisors has submitted an application
to LAFCO for the incorporation of the Encinitas, Leucadia,
Cardiff, Village Park, and Olivenhain communities as
the City of San Dieguito. LAFCO staff is currently
reviewing the financial feasibility of the new city.
During the next several months, our analysis will focus
on the proposed boundaries and government structure for
the new city and any necessary terms and conditions of
the incorporation.
On August 3, 1981, the Commission directed the formation
of a San Dieguito Technical Advisory Committee (TAG). The
membership of this Committee will consist of representatives
from agencies which may be affected by this proposal and
a representative from the San Dieguito Incorporation Study
Group. The members of the TAG, having specialized know-
ledge of the services provided by their agencies, will
review the proposal and make recommendations to the
Commission on the various aspects of incorporation. The
Commission will consider the recommendations of the TAG
along with those of its staff in making its determinations
regarding the San Dieguito incorporation.
As a potentially affected City, we are requesting that the
City Council appoint one voting and one alternate represen-
tative to serve on the Committee. The representatives can
be either elected officers of the City or staff. The first
meeting of the TAG is tentatively scheduled for late August.
To give us a sufficient amount of time to send an agenda
and supporting information to your representatives prior
to the first meeting, we would appreciate being notified
of your selection by August 18, 1981.

The Commission will be making some very difficult
decisions concerning the incorporation proposal.
Because some of those decisions may directly affect
your city, your assistance in reviewing the proposal
would be greatly appreciated. If it would be useful
for LAFCO staff to attend a meeting of your Council,
when the San Dieguito TAG is discussed, please call
me or Jim Cook of our staff.
